You will serve as a SUPERVISORY INFORMATON TECHNOLOGY PROJECT MANAGER (SYSTEM ANALYST) in the DON, Military Sealift Command of MSC SHIP SUPPORT UNIT SAN DIEGO. ***Term appointments may be extended up to 8 years at the discretion of management and in accordance with applicable regulations. Additionally, you may be noncompetitively converted to a permanent career-conditional or career appointment under specific conditions. ***

Duties

You will plan, execute, coordinate, and oversee project activities and duties to accomplish the delivery, maintenance, modernization and sustainment of C4 systems in support of the Military Sealift Command Pacific mission. You will provide supervision, guidance, appraisal, Individual Development Plan (IDP) development, evaluation, and control of subordinate staff. You will develop and implement processes and procedures to improve reliability and supportability of C4 systems. You will communicate complex technical requirements to non-technical personnel and prepare/present briefs to senior management officials on complex/controversial issues.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to obtain the required credentials within 12 months of appointment and maintain those credentials as described in SECNAV M-5239.2 for DCWF role of 802-IT Project Manager proficiency level Advanced.
  • This position requires Overtime/Evening/Weekend/ and Holiday shift work.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving. Specialized experience must demonstrate the following: Experience directing a staff of technical specialists and providing supervisory guidance, planning, design and technical assistance. Experience serving as a Project Manager for the implementation, maintenance, and lifecycle of multiple information technology systems and projects. Experience in IT systems, acquisition regulations, practices, and procedures. Experience administering complex, multi-function IT contracts as the Technical Point of Contact. Experience managing financial control and budget systems.
