This position is with the Department of Commerce, Office of Intelligence and Security. This position serves as a Supervisory Emergency Management Specialist and leads a team of emergency management specialists with policy, planning and operational expertise in the continuity and mission resilience, emergency management, and disaster response in support of the Department and national level requirements.
Duties
As a Supervisory Emergency Management Specialist, you will perform the following duties:
Perform full range and technical management of a team of emergency management specialists and continuity planning- professionals.
Lead and participate in a variety of initiatives and programs focused on providing technical, administrative and operational support related to overarching National Continuity and Resilience Policy and program-specific issues and implement strategies that apply an All-Hazards approach to risk mitigation.
Provide day-to-day management and oversight of the Department's Emergency Operations Center; develop and provide reports; and be prepared to brief Senior Departmental Leadership on the situations and any impacts to the Department. Be assigned the collateral duty of occasionally serving as an after-hours Duty Agent for the Emergency Operations Center.
Manage Department of Commerce Test, Training and Exercise program; oversee the planning, coordination and execution of National Level Exercises as part of the National Exercise Program; Supervise a team tasked with developing exercise materials, realistic scenarios, Master Scenario Event List, Exercise Plans, Evaluation Plans, Exercise Evaluation Guides and After Action Reviews.
Plan, develop, and implement activities and initiatives related to emergency management and continuity programs in support of the Department of Commerce to ensure continued performance of essential functions.
Conduct extensive analysis of Department of Commerce emergency management programs, offering solution alternatives to senior level officials, and responding to emergencies within departmental facilities as required.
Ensure the Department's emergency management policies and procedures meet fed.

Qualifications

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
This position is being filled under the DOC Alternative Personnel System (CAPS). The system replaced the Federal GS pay plan structure. Under CAPS, positions are classified by career, pay plan, and pay band. Non supervisory positions cap out at interval 3 of the band.
The ZP-IV is equivalent to the GS-13/14 grade levels. Supervisors are eligible for supervisory performance pay, increasing their salaries by up to six percent higher than the maximum rate of their pay bands (achievable through pay for performance increases only).
To qualify at the ZP-IV or GS-13/14 level:
SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the ZP-III (GS-12 equivalent) in the Federal service. Specialized experience is defined as:
Planning, implementing and evaluating policies, procedures, and standards related to continuity of operations, continuity of government, resiliency and emergency management programs;
Assisting with policy and programmatic efforts related to continuity and emergency management at the Department-wide level;
Evaluating and recommending measures designed to safeguard personnel and assets; and
Developing emergency operations center procedures, plans and incident consequence management reports for key-leadership and decision makers during national and local emergency incidents.
