The broad scope of duties includes strategic planning, assisting in the implementation of revised organizational structures, and designing and conducting studies of various complex processes, including employee utilization, resource allocation, and delegations of authority. Serves as a liaison and coordinates and facilitates initiatives requiring inter-team cooperation and action. Regularly apprises the VSCM of initiative status and recommends intervention when appropriate.
Duties
Coordinate and prepare responses to request input such as workload projection. Develop and write reports for the VSCM and AVSCM, including recommendations for improvements to ensure effective operations.
Perform studies and analyses of management functions to improve management of the division, budget, and day-to-day operations.
Prepare reports, memorandums, letters, directives, Strategic Oversight and Analysis Reviews (SOARs), daily workload reports, etc. for submission to higher-level internal and external management.
Monitor, interpret, and analyze data available through multiple channels and systems to validate correct reporting to uncover problem areas and to suggest improvements in managerial effectiveness.
Independently identify and perform special studies needed to assure compliance with directives, quality standards, effective personnel utilization and supervisory control.
Prepare production reports using data available for the purpose of analyzing trends which could lead to out-of-control situations affecting the division as a whole.
Serve as a liaison and coordinate and facilitate initiatives requiring inter- team cooperation and action.
Maintain a Records Management Program, to include standardized handling/retention of records.
Prepare and interpret the statistical data for Quarterly Management briefings, Site Visits, Trip Packs, and other reports.
Coordinate and schedule the review of policies and directives to ensure their accuracy, conformity and currency.

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.
For a GS-09 position you must have served 52 weeks at the GS-07 level.
For a GS-11 position you must have served 52 weeks at the GS-09 level.
The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. You must submit your most recent appointment, promotion, or within grade increase SF-50 (not an award or general adjustment SF-50). Some applicants may have to submit more than one SF-50 to demonstrate their eligibility.
MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below:
GS-09 Grade Level:
Specialized Experience: To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves (1) Preparing reports, memorandums or letters (2) evaluating and analyzing processes and (3) conducting internal audits to determine compliance with policies and regulations and evaluate program effectiveness
Education Substitution: master's or equivalent graduate degree
or
2 full years of progressively higher-level graduate education leading to such a degree
or
LL.B. or J.D., if related
GS-11 Grade Level:
