The primary purpose is to serve as a budget analyst in the installation's budget office, performing a variety of budget functions involving the formulation. execution, and/or analysis of budgets and economic and cost analysis studies for substantive programs and support activities.
Duties
Performs budget formulation work involving preparation of detailed analyses of annual and multi-year budget estimates for assigned organizations/programs into a consolidated budget request
Performs budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of a budget with different sources and types of funding
Provides advice, assistance, and guidance on budgeting and related information
Conducts analyses, reviews, and special studies of budget and/or related information
Leads and/or performs specialized, individual economic analyses and impact studies in support of a variety of budget programs
Uses automated budgetary systems(s) and computer-generated products in accomplishing budgeting assignments
Performs financial management functions for assigned organizations and programs.

- This is an acquisition coded position. Selectee must complete required certification level 2 in Business Financial Management within 24 months of assignment

Qualifications

Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year or will have one year within 120 days of closing of this announcement, at the next lower grade GS-11, or equivalent in other pay system. Specialized experience includes performing a variety of budget functions involving formulation, execution and/or analysis of budgets for programs and/or support activities; compiling, consolidating, interpreting, and summarizing program/project budgetary data for preparation of supportive documentation and budget estimates; providing support and guidance on analysis to other budget personnel and functional contacts in serviced organizations; reviewing budgetary actions submitted to ensure compliance with budgetary policies and guidelines in a timely manner NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes.
Knowledge of missions, functions, goals, objectives, work processes, and sources of funding pertinent to installation programs and organizations.
Knowledge of sources of factual information about and related to processes of budgeting, such as that found in accounting reports, payroll records, work reports, or inventory and supply data.
Knowledge of automated data processing concepts and systems capabilities to accomplish budget/funding tasks.
Skill in the application of analytical methods and techniques (e.g. cost-benefit analysis, amortization, depreciation, and pro-rating revenues and costs amount customers), mathematical and statistical analyses, and various cost estimating techniques to analyze and evaluate the effects of changes in program plans funding and conduct economic and cost studies/analyses.
Skill in formulating, justifying, and/or executing assigned budgets/programs.
Ability to gather, assemble, and analyze data to prepare budget estimates, develop alternatives, and make recommendations to resolves budget/funding problems.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
