The primary purpose of this position is to serve as lead manpower and personnel administrator for the Joint Electromagnetic Spectrum Operations (EMSO) Center (JEC) providing leadership with advice and assistance regarding personnel and staffing management for joint EMSO processes, operations, and management.
Duties
Administers all Joint EMSO Center (JEC) personnel programs including civilian, military, and contractor manning and position management program actions. Serves as the lead personnel program advisor to JEC senior leadership on issues impacting JEC assets. Provides oversight of JEC personnel administration processes and products.
Advises and provides recommendations to JEC leadership regarding total force manpower support services, actions, and issues. Assesses and evaluates manpower planning, implementation, and coordination actions associated with JEC billets (military officer and enlisted, reservist, civilian, and contractor).
Uses multiple office automation software applications with varied functions to produce a wide range of documents, reports, charts, etc. Utilizes Microsoft Office products, manpower data systems, and other specialized applications, as required.
Performs duties as a project leader, committee chair, or project/committee member. Plans, directs, or participates in special studies and initiatives that impact the JEC, applying analytical skills and expertise. Initiatives may involve issues of broad scope that impact the ability of the JEC to carry out assigned purpose and functions.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes performing the knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations as they relate to key manpower, management, and personnel issues.

EDUCATION: Successfully completed a Ph.D or equivalent graduate degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. COMBINATION OF EXPERIENCE AND EDUCATION: I have a combination of specialized experience and education. A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of and skill in applying human resources management policies, concepts, regulations, and methodologies which affect the use of programs pertaining to position management, process improvement, and organizational design.
2. Knowledge of and skill in applying analytical and evaluative techniques to issues or problems concerning the efficiency and effectiveness of program operations and the design of organizational structuring options for complex organizations.
3. Knowledge of a standardized body of military and civilian personnel management regulations, policies, and procedures relating to position vacancies, assignments, and placement techniques and processes.
4. Skill in gathering, assembling, and analyzing facts; identifying changes and trends; drawing conclusions; devising solutions to problems; and preparing and presenting briefings and reports.
5. Skill in conducting interviews with employees, supervisors, and management officials at various organizational levels to obtain information about missions, functions, and work procedures.
6. Ability to communication effective, both orally and in writing; and to carry out and complete assignments involving work with diverse and dynamic groups by gaining their cooperation with tact, courtesy, and diplomacy and moving them towards an ownership of their objective without imposing personal bias.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Additional Conditions of Employment: This position is designated by the Air Force as a testing designated position under the civilian drug testing program. It is mandatory for the incumbent to refrain from the use of illegal drugs and misuse of prescription medication. If requested, the incumbent must submit to urinalysis testing.
