National Defense University (NDU) supports the joint warfighter by providing rigorous Joint Professional Military Education to members of the U.S. Armed Forces and select others in order to develop leaders who have the ability to operate and creatively think in an unpredictable and complex world. This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense via delegated authority by the Office of the Secretary of Defense.

Duties

Serves as Deputy Chief Financial Officer; and as point of contact with the Office of the Joint Staff-Comptroller for matters related to funds management, control, and execution. Supervises a diverse team of financial staff members and provides leadership, mentorship, and technical competency toward all aspects of federal financial management and monitors program performance. Devises and recommends adopting procedures to implement budgetary regulations, policies, and processes issued by the Joint Staff or the Office of Secretary of Defense. Creates and presents funding reports to relevant stakeholders. Performs in-depth, rigorous research and advanced analysis in developing the NDU annual and multi-year program budget execution plans. Performs complex analytical studies, financial analyses, program planning, and outcomes evaluations. Serves as liaison between resource manager, chief of staff, deans, directors, legal officer, and other stakeholders involved in the financial process. Ensures compliance with regulatory guidelines, industry standards, and organizational policies. Analyzes and trends financial data to identify potential problem areas, provides objective assessments, prioritizes issues, and takes appropriate actions ensuring key issues are reported to senior executives.

  • This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
  • Must obtain/maintain Secret clearance.
  • A one year probationary period may be required.
  • A one year Supervisory probationary period may be required.
  • Telework availability will be based upon the mission requirements and supervisory determination.
  • As a condition of employment, the selectee must meet the requirements of the DoD FM Certification Program. Level 3 certification must normally be completed within two years of the selectee's employment start date.

Qualifications

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-13 within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as experience: the ability in implementing financial policies and procedures; providing guidance on budgetary strategies, preparation and tracking; monitoring current financial requirements of assigned programs; and managing accounts to ensure funds are available to meet program requirements. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education is not substitutable for specialized experience for this grade level.
