About the Position: Serve as a Program Analyst with responsibility for evaluating program progress to determine the status of resources in relation to progress toward accomplishing schedules and objectives of a weapon system acquisition program throughout its life cycle.
This is a pay banded position. The NH-03 band encompasses grades 12 and 13 under the General Schedule (GS) system.
Duties
Performs a continuing evaluation and analysis of assigned program areas to reflect program status and identify areas requiring top management attention.
Develops methodology for reviewing and analyzing data from contractors and government activities, develops and presents program data for program reviews through DOD level for presentation, conferences, display, and other management purposes.
Reviews and evaluates work performed against control schedules and budgets utilizing cost/schedule control system criteria (C/SCSC) and other management techniques.
Reviews program and project schedules, technical and managerial reports, financial reports, and other pertinent data to determine program status.
Analyzes causes for schedule variances, determines the impact on the program, confers with programmatic and technical personnel where problem /issues are involved, and recommends actions.
Serves as principal assistant to the Secretary of the General Staff (SGS) in the discharge of assigned responsibilities and as key advisor to Command Group regarding administration, and coordination of command operations.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a SECRET security clearance.
- Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually.
- This position requires lifting of at least 25 lbs.
- This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations, the incumbent is required to report to work or remain at work as scheduled to support mission operations.

Specialized Experience:. One year of specialized experience at the next lower grade of NH-2/GS-11 that includes: 1)Experience being a technical advisor that plans and carries out projects and analyses for a portion of the organization's budget; 2) Providing managers with objectively based information for making decisions on the financial aspects of organization operations and management by accomplishing a wide variety of assignments related with effectiveness and efficiency of program operations; and 3) Analyzing management information requirements to develop program or administrative reporting systems including the systems specifications, data gathering and analytical techniques, and systems evaluation methodology.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02/GS-11)
