Duties
You will serve as a liaison between the Contracting Officer's Representative, the Contractor and the Contracting officer.
You will review contract specifications for compatibility with the administration of performance assessment methods and procedures.
You will attend and assist with pre-proposal site visits and pre-proposal conferences.
You will establish assessment schedules.
You will visit work sites to provide oversight of work completion and safety for awarded work.
You will correspond by telephone, e-mail, and letter with contractors to keep lines of communication open.

- You will be required to obtain and maintain a current valid United States driver's license.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- You will be required to obtain and maintain a current Procurement Integrity Certification, in accordance with Office of Federal Procurement Policy Act (41 USC 423) as amended.
- May be required to do some lifting, pulling or pushing of field equipment and tools, including ladders, odometers, and camera equipment (15-40 pounds).
- Work involves regular exposure to moderate discomforts and unpleasantness (high/low temperature, adverse weather, dusty/dirty conditions) while conducting on-site assessments.
- Work or training may require overnight travel away from the duty station. Travel by air is required.
- You may be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Reviewing contract specifications for compatibility with the administration of performance assessment methods and procedures; 2) Establishing assessment schedules based on review of contract clauses and conditions, contractor work schedule, nature of the work to be performed, review of drawings and specifications, and determination of critical assessment points involved; 3) Reviewing contractor proposals for completeness and reasonableness of scope and accuracy; 4) Conducting on-site assessment of Facility Support Contracts to observe work performance; and 5) Maintaining a filing system on all factors pertinent to the various Facility Support Contracts assigned which will include assessment worksheets, schedules, discrepancies noted, complaints received and action taken, cost estimates, safety and security documentation, etc..
