About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the HQDA Field Operating Agencies and Staff; Civilian Harm Mitigation Task Force at the Pentagon, Arlington, VA.

Duties

Serves as the All-Source Intelligence Specialist for the Department of Defense (DoD) Civilian Harm Mitigation and Response (CHMR), Civilian Protection Center of Excellence (CP CoE). Working closely with Civilian Harm Mitigation and Response Officers (CHMROs) assigned to operational commands, supporting the development and maintenance of command policies, guidance, standard operating procedures (SOPs). Support the commands’ operational and contingency planning; provide support exercises; helping commands identify capability requirements, analyze documents, and disseminate lessons learned and best practices. The All-Source Intelligence Specialist solidify CHMR activities related to fusing intelligence information from multiple intelligence disciplines. All Source Specialist understands the prioritization, responsibilities, resources and processes within the Defense Intelligence Enterprise to identify and characterize the civilian population and Civilian objects. Intelligence Specialists will be able to work directly with customers and team members to review, research, evaluate, fuse, and interpret intelligence from multiple sources to produce finished analysis of CCMD training and exercise operation plans. Serves as the deployable exercise/operational/contingency All-Source Intelligence advisor within CP CoE that improves knowledge of the civilian environment and civilian harm mitigation capabilities and processes through the joint targeting process. Recommends doctrine updates to JP 2-0, JP3-0, JP 5-0, and JP 3-60.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two-year trial period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be able to obtain and maintain a TOP SECRET (TS) security clearance with eligibility for Sensitive Compartmented Information (SCI)based on a T5 (or equivalent) investigation.
  • Requires Temporary Duty (TDY) travel up to 40% of the time.
  • Required to submit a Confidential Financial Disclosure Report, OGE-450, upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12). You will be evaluated on the basis of your level of competency in the following areas: All-Source Intelligence AnalysisCustomer Operations and RequirementsIntelligence Policy and Procedures Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
