The primary purpose of this position is to manage the financial aspects of the State Home Per Diem program (SHPD). A grant program that provides Federal assistance to States by participating in a percentage of cost and paying per diem for providing care to eligible Veterans in the facility when VA recognizes the home as a State Veterans Home such as the case with Yountville Veterans Home. Position aligns under Community Care.

Duties

Major duties, include but are not limited to the following: The incumbent will serve as a subject matter expert for purchased care processes related to the State Veteran Home Per Diem program, serving as a the VANCHCS program Manager; auditing, records management, Veteran eligibility, processing of invoices, managing obligations and other business-related functions. Responsibilities will include but not limited to; liaise with the CITC management team, monitor program authorization and obligation utilization, assists with financial oversight by working closely with SHPD national program office financial management staff, reconciles obligations monthly within the Integrated Funds Control, Accounting and Procurement (IFCAP) and Financial Management Systems (FMS). Incumbent is expected to initiate, reconcile, and close all 2237's for the SHPD program fund control points (FCP's). Certifies invoices using the Department of Veterans Affairs Financial Service Center portal. Develops procedures and systems for establishing, operating, and assessing the effectiveness of administrative control operating programs and the accomplishment, evaluation, and monitoring of audits and inspections. Incumbent receives and initiates telephone interviews, correspondence and emails with veterans, Veterans services offices, SHPD National Program Office, the VA Health Eligibility Center, Physicians, Nurses, YSH staff, CalVet staff, and other interested parties, regarding development of determinations on VA benefits eligibility. Routinely reviews the VIS and VistA eligibility databases to ensure the accuracy and integrity of the information contained in the system. Work Schedule: 8-4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/16/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Requires considerable knowledge of medical terminology due to the technical nature of the language utilized with understanding of processes for admissions, discharges, transfers, and continuing care. Extensive knowledge and ability to apply computer high-level computer skills which involve utilization of various programs to include but not limited to various VA websites, data bases, and Microsoft Office programs. (This experience must be well documented in your resume.). OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Master's degree or 2 full years of progressively higher level graduate education leading to such a degree in a major field of study related to the work of the position which provided the knowledge, skills, and abilities necessary to perform the duties of this position. Add the percentages together, and if the total is 100% or more, then the combined education and experience is qualifying for the position. EXAMPLE: To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of education beyond the first 18 semester hours (i.e. beyond the first year) by 18. Add the two percentages together. Physical Requirements: Work is primarily sedentary in nature. The work is primarily sedentary, although some slight physical effort may be required using computers. Work outside normal business hours and occasional travel to other VA and non-VA locations in the community may be required.
