This position is located within the Community Care Service at VA Norther California Health Care System in McClellan Park, CA. The Supervisory Program Specialist ensures Community Care consults received are reviewed, tracked and completed timely (end-to-end referral process). The position also provides guidance and supervision to the work of the employees assigned, and to performs the administrative and personnel management functions relative to staff supervised.
Duties

Duties may include, but are not limited to the following:
Conducts daily monitoring of Community Care consults, scheduling practices, and coordination, ensuring it aligns with the VA Mission Act, Office of Community Care Field Guidebook (OCC FGB), and consult management policies and directives to ensure that Community Care meets patient care demands.
Reviews, tracks and makes recommendations to ensure timely coordination of Community Care's end-to-end referral program.
Utilizes internal and external customer feedback to improve processes for consults received by Community Care.
Ensures his/her staff are following the proper guidelines and steps on how to properly review, track, schedule and complete a consult using numerous VA portals.
Explains VA's Mission Act and Office of Community Care requirements as it relates to Medical Records to local providers, Veterans, Congressional Representatives and various stakeholders, both internal and external.
Collects, monitors, and analyzes data pertaining to all open consults for Community Care.
Uses Microsoft Excel to input, track, formulate data, and to interpret and present the data to VANCHCS stakeholders.
Exercises supervisory authorities and responsibilities involving work assignment and review, as well as the administrative and personnel management functions relative to the staff supervised.
Establishes guidelines and performance expectations for staff.
Observes employee performance/productivity, conducts work performance critiques and provides informal feedback to correct employee performance issues.
Resolves informal complaints and grievances, and develops work improvement plans, recommending personnel actions as necessary.
Performs other related duties as assigned.
Work Schedule: Monday-Friday, 8:00am-4:30pm

Qualifications
TO QUALIFY FOR THIS POSITION AT THE GS-11 LEVEL YOU MUST MEET THE FOLLOWING CRITERIA:
SPECIALIZED EXPERIENCE: Have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9), that is directly related to the work of this position and has equipped you with the knowledge, skills, and abilities to successfully perform the duties of a Supervisory Program Specialist. Specialized experience includes: monitoring consults, scheduling practices and coordination; reviews and tracks referral program; collects, monitors and analyzes data; and exercises supervisory responsibilities involving work assignment and review, and administrative and personnel management functions. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. -OR-
EDUCATION: Have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree from an accredited college, or university. Such education must be directly related to the work of the position and demonstrate the knowledge, skills, and abilities necessary to do the work. Transcripts must be submitted with application.
