This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service authorized by Section 1117, NDAA FY21, Public Law 116-283, and 5 USC, Section 9905, to recruit and appoint qualified candidates to positions in the competitive service.

Duties

You will serve as the expert analyst responsible for broad projects/program areas supporting information technology resources, operations and policies for an enterprise resource planning (ERP) system. Serves as a Team Lead overseeing IT projects and the Software Development Lifecycle. Provides assistance for operations, systems acquisition, and life cycle management activities. You will utilize Enterprise Resource Planning (ERP) systems (examples include supporting logistics, finance/cost, SAP, PeopleSoft). Serves as technical authority in the areas of applications systems design or analysis. Incumbent will fill a role in one of the following ERP disciplines: logistics, finance/cost, systems architect; manufacturing remanufacturing (MRM); acquisition; analytics. Serves as the activity's representative on DoD, DA and AMC Functional Coordinating Groups, or Working Groups for computer technology. Acts as a Project Officer (APO) for multiple information technology projects across the acquisition life cycle to include the design, development, fielding and sustainment. Formulates creative approaches to the application of computer technology or state of the art technology advances to system problems. Assign, oversee or review the work of the team. Report team progress to the supervisor. Provide leadership and guidance to team of direct employees. Prioritize, assign, and manage workload of team.

Requirements

  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • One year trial/probationary period may be required.
  • You will be required to provide proof of U.S. Citizenship.
  • Overtime/off hours support is required may include nights, weekends, holidays or as needed for mission support.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Engineering and Technical Management certification within 36 months as of entrance on duty.
  • This position requires temporary duty (TDY) travel 25% of the time.
  • This position requires submission of Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
  • Selectee must be able to obtain and maintain a Secret clearance for the duration of employment.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Basic Requirement for LEAD IT SPECIALIST (PLCYPLN/SYSADMIN): Specialized and Other Experience: To qualify for this position, your resume must describe at least one year of specialized experience equivalent to the next lower grade level (DE-02 or GS-11) or equivalent pay band in the Federal service which includes (1) Manage projects or technical personnel in the sustainment of Systems, Applications or Products (Examples include but not limited to: SAP/Material Management module); (2) Utilize an Enterprise Resource Planning (ERP) system (examples include but not limited to Logistics, financial, SAP, PeopleSoft); (3) Support ERP projects in the areas of logistics, financial/cost or integration points/capabilities, Systems Architect, Manufacturing Remanufacturing(MRM), Acquisition or Analytics; (4) Review or communicate with others on project requirements. This definition of specialized experience is typical of work performed at the next lower pay band/grade level position in the federal service (DE-02/GS-11). The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others. (2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: resolving routine and non-routine problems, questions, or complaints; developing and maintaining strong, mutually supportive working relationships with customers; conducting evaluation of support to determine quality of services and customer satisfaction, and recommending procedural changes based on customer need or changes in policy and/or regulation. (3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: convincingly conveying complex information to customers; presenting thoughts that are well-organized and demonstrating confidence in the facts and ideas; adjusting style when working with individuals with different levels of understanding; using various methods to explain and convey information. (4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: solving complex or sensitive problems by developing and proposing strategic alternatives; identifying possible conflicts and shared benefits; helping team anticipate problems and identifying and evaluating potential sources of information; providing feedback and coaching to others to help solve problems; engaging appropriate stakeholders when developing solutions in order to understand and incorporate multiple perspectives and needs; evaluating the effectiveness of decisions and adjusting future decisions as appropriate.

Additional Information:
  • This position is covered under an alternative personnel system known as the Science and Technology Reinvention Laboratory Management Demonstration Project. The Demonstration replaces GS grade levels with occupational families and pay bands. The salary range of the position being filled will not be decreased with the change to pay bands. This position, Lead DE-03, incorporates GS-12 step 1 through GS-14 step 10 grade and salary levels.
