About the Position: Serves as the installation Personal Financial Readiness (PFR) Program Specialist under the supervision of the Financial Readiness Program Manager at the Fort Irwin Garrison, located at Fort Irwin, CA.
Duties
Plan, develop, implement, and evaluate comprehensive, basic, and intermediate level services addressing personal financial readiness, money management, consumer affairs, and emergency services for the Total Army.
Develop and implement a program of direct counseling assistance to the total military family on consumer affairs, debt liquidation, financial counseling, and budget counseling.
Handle and resolve complex client problems and utilizing outside agencies and contacts to assist clients with resolutions.
Consult and brief commanders, installation leadership and community at large to keep them abreast of local financial and consumer issues.
Identify and recommend Personal Financial Readiness Program resource requirements.
Negotiate with businesses and financial institutions to obtain reduced or deferred payments, reschedule payment plans and refinance loans.
Requirements
- Appointment to this position is subject to a background investigation to determine your suitability for Federal employment.
- Financial Disclosure Statement OGE Form 450 is used to assist agencies and employees to avoid conflicts between duties and financial interest.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
- This position requires that you obtain and maintain a nationally recognized financial counselor certification IAW Service implementation guidelines (DoDI 1342.22,3.d(6)(b)).
- Certification must be the Accredited Financial Counselor (AFC) or Certified Financial Planner (CFP).
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.

In order to qualify, you must meet the education and/or experience requirements described below. Specialized Experience: One year of specialized experience which assist clients in resolving financial issues; develop plans to assist clients in achieving financial goals; and briefing leadership on local financial and consumer issues. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
