The primary purpose of this position is to serve as the lead integrator of special access programs and unique operations information into wing operations in support of COCOM, MAJCOM, C-NAF and AOC requirements, and liaise with other Intelligence Community entities on behalf of the entire Wing to develop new accesses applicable to the Wing's mission.
Duties
Serves as program manager of Special Access Programs/Compartmented Access Programs and unique operations information into wing operations.
Serves as the Wing's Special Access Programs/Compartmented Access Program manager and represents the Wing on key intelligence, national and theater committees and working groups related to Special Access Programs/Compartmented Access Programs.
Manages 480th ISR Wing Advanced Programs for Wing staff and subordinate units.
Provides enterprise and subordinate organizations worldwide with guidance on aspects of Advanced Program management.

- All new DCIPS employees are required to complete a two-year DCIPS trial period.
- Position is designated special-sensitive. The employee must complete a Single Scope Special Background Investigation (SSBI) and favorable adjudication and must be eligible for a Top Secret clearance with Sensitive Compartmented Information access.

- This position has been designated as a Testing Designated Position. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission.
- Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays
- Travel by regularly scheduled commercial or military conveyance may be required. Short notice temporary duty in remote locations with limited facilities. Effort will be made to schedule in advance, but may be required with extremely limited notice.
- Overtime may be required as workload demands and in some cases with no-notice due to urgency of time sensitive matters. Periodic shift work may be required to properly manage Directorate functions.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: expert knowledge of a wide range of qualitative or quantitative methods to improve complex management processes and systems or program effectiveness; comprehensive knowledge of policies, concepts, and procedures affecting functions to effectively administer assigned personnel/manpower/services program(s); knowledge of policies, procedures, methods, and publicity techniques of business operations to develop, revise, and advise on programs to meet goals and objectives within available resources; knowledge to conduct studies, which are frequently ad hoc team efforts, to identify, consider, and recommend options for the resolution of substantive organizational and program issues or complex problems not susceptible to treatment by standard methods.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide comprehensive range of knowledge of Special Access Program/Compartment Access Programs, security concepts, programs, practices and advance knowledge to plan and implement security programs in the areas.
2. Comprehensive knowledge National Policy Directives, DoDM 5205.07, DoDM 5200.01, ICD 705, AFMAN 16- 703. AFPD 16-7, AFI 16-70, AFI 90-201, MAJCOM Supplements to DoD Manuals and AF Instructions and NGA Security Guidance including safety and security regulations, practices, and procedures.
3. Extensive knowledge of advance principles, concepts, and methodologies of operationalizing access to SAP/CAP Programs and integration into analytic operations.
4. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
5. Superior verbal and written communication skills are required to deal effectively with complex issues and differing approaches and views held by all principles, and to present issues and recommendations and resolve problems.
6. Ability to gather facts and use effective, analytical, and evaluative methods to accurately assess information and make sound decisions and recommendations concerning the CAP/SAP. Ability to establish program objectives and develop plans; to analyze problems and develop timely/economical solutions; to establish program goals and assess progress; and to plan and organize work independently.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
