With an emphasis on high ethical standards, excellence in public service and the delivery of superlative advice and counsel, DOI Solicitor's Office performs the legal work for the United States Department of the Interior, and manages the Departmental Ethics Office and Departmental FOIA Office. With more than five hundred employees, more than four hundred of which are attorneys, the Office strives to provide sound legal services to fulfill the Department's diverse and wide-ranging mission.
Duties
The Information and Resource Management Branch (IRM) within the Division of Administration oversees the SOL records management program. IRM is responsible for developing and maintaining an active and continuing Records Management Program for the Office, including implementing Federal and agency regulations and guidance, developing Office-wide policies and procedures, defining needs for enterprise information governance solutions, and providing technical support for the management and safeguarding of Office records.
The major duties of this position are described for the full performance level (GS-12). At developmental grade levels, assignments will be of more limited scope performed with less independence, and limited complexity. As a Records and Information Management Specialist, your duties will include, but not be limited to the following:
Serve as the point of contact and technical expert for the management of SOL records, provide regular communications, consultative services, and Office-wide trainings to managers, records liaisons, and staff about recordkeeping requirements and responsibilities.
Facilitate the organization of SOL records and information by business lines and develop plans for logical filing structures that promote efficient and reliable information governance. Assist SOL offices with developing and implementing file plans.
Review and approve internal and external records transfer and destruction requests ensuring compliance with the agency's approved records schedules and legal hold requirements.
Evaluate the records and information business practices for the Office and make recommendations to improve workflows leveraging technological resources and contribute to drafting guidance that standardizes processes and procedures.
Salary Range Information:
GS-09: $ 64,957- $84,441
First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.

Qualifications
Applicants must possess one of the following to qualify for the GS-9 level:
Possess one year of specialized experience in or directly related to this position that equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of this position. To be creditable, the specialized experience must have been equivalent to at least the GS-07 level in the Federal service.
Specialized Experience Requirements:
1. Working on the day-to-day operations of a records management program and carrying out short-term and long-range planning for a records management program in accordance with National Archives and Records Administration (NARA) and other federal guidelines.
2. Identifying procedures to improve the effectiveness and efficiency in the life cycle management (creation, retention, maintenance, processing, use, access, release, safeguarding, and final disposition) of an organization's records.
3. Serving as a resource for questions regarding records management.

A Master's or equivalent degree or
Two full years of progressively higher level graduate education, leading to a master's degree, e.g., LL.B. or J.D.;

C. Combination of Education and Experience: A combination of education (in excess of graduate level education) and specialized experience equivalent to the next lower grade level may be used to meet total experience requirements.
