The position is located in the Department of Veterans Affairs, Veterans Health Administration (VHA), Mid-Atlantic Health Care Network (VISN 6), Salem VA Medical Center, Mental Health Service Line (MHSL), Salem, Virginia. The primary duties of the position are to perform administrative and technical support work for the Office of the Associate Chief, MHSL and back-up support for the Office of the Chief, MHSL, as well as provide general administrative support functions for the entire service line.

Duties

Duties to include, but not limited to: Responsible for coordinating the work of the office of the Associate Chief, MHSL with the work of other offices, and for recognizing the need for such coordination in various circumstances. Serve as a liaison between the Associate Chief, MHSL and other Medical Center and MHSL personnel based on written and unwritten office policy and practices. Respond to correspondence, phone calls, etc. at his/her own discretion based on knowledge of MHSL operations in order to maintain smooth operations of the service line. Review outgoing correspondence for proper format, grammar, attachments, and conformity to pertinent regulations and policies. Returns improperly prepared materials to the originator for correction and/or additional information. Serve as the recording secretary for all Psychology staff meetings, MHBSC meetings, and other meetings chaired/co-chaired by the Associate Chief, MHSL. Prepare SF52 documents for all employees under the Associate Chief, MHSL. He/she will have a working knowledge of all employees under the Associate Chief, MHSL and the relevance of the SF52 action. Prepare new employee documents for review by the employee and supervisor prior to the start date. He/she ensures new employee requirements are met following Medical Center and MHSL policies and procedures. Such calls may at times be emergent in nature and emanate from unstable mental health patients who may be under the influence of substances and/or be depressed and/or suicidal. Work Schedule: Monday-Friday 7:45AM - 4:30PM Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/15/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Selective Placement Factor: Clerk-Typist, Office Automation Clerk/Assistant and Positions with Parenthetical Titles of (Typing), (Office Automation)In addition to meeting experience or education requirements, applicants for these positions must show possession of the following skills, as appropriate. Applicants may meet these requirements by passing the appropriate performance test, presenting a certificate of proficiency from a school or other organization authorized to issue such certificates by the Office of Personnel Management local office, or by self-certifying their proficiency. Performance test results and certificates of proficiency are acceptable for 3 years. Agencies may verify proficiency skills of self-certified applicants by administering the appropriate performance test. Clerk-Typist, GS-2/4; Office Automation Clerk/ Assistant (any grade); (Typing) (any grade); and (Office Automation) (any grade): 40 words per minute typing speed are you able to self-certify that you type 40 words per minute? You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Skill in applying basic data gathering methods, such as standard interviewing or surveying techniques, to collect various types of factual information. Ability to apply knowledge of the standardized processes and procedures for evaluating management or program operations to perform duties such as planning the steps to take to complete assignments, identifying problems from collected data, and selecting solutions from alternatives in guidelines and precedent cases. Knowledge and skills to use a personal computer, office software applications, and VHA applications (e.g., VISTA, CPRS, VSCC, Microsoft Word, Excel, etc.) in order to efficiently and effectively complete clerical and administrative tasks, complete research papers, obtain relevant patient information; and compile reports. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The nature of this position is mostly sedentary and requires normal standing, sitting, lifting, walking, and carrying lightweight materials.
