You will serve as a PROGRAM ANALYST in the PUBLIC WORKS DEPARTMENT of NAVFAC ENGINEERING CMD MID-ATLANTIC.

Duties

You will develop and/or collect all data necessary to meet program needs and execution objectives for all weight handling programs, including on-site review of operations. You will develop pertinent factual data analysis and revision of guideline materials to weight handling equipment programs including crane services, equipment rental, maintenance operation, fuel management, licensing, and medical surveillance. You will develop economic analysis of equipment used or required by the program, developing annual allowances and requirement reports. You will develop and implement methods to extract, compile, summarize and analyze complex levels of information to measure and evaluate work performed and services provided using data uploaded by department personnel. You will troubleshoot existing systems and reports to improve accuracy and reliability of existing software and programs (MAXIMO Fleet Management and Navy Enterprise Transportation).

Qualifications

FOR THE GS-11 GRADE LEVEL: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing advice, guidance, and recommendations to management officials regarding effective and efficient financial operations and workflow for funded programs; 2) Collecting and analyzing information used to establish and track metrics and to identify improvements affecting WHE activities; 3) Selecting appropriate qualitative and quantitative techniques to analyze and evaluate the efficiency, effectiveness, and productivity of funded programs; 4) Communicating orally and in writing to conduct interviews with employees and prepare a variety of reports and documents to brief managers on findings and recommendations; and 5) Using financial and execution systems such as MAXIMO Fleet Manager (MFM), NET, Single Platform MAXIMO (SPM), NAVFAC Portal applications NET, Crystal, and MFM to run reports, collect data, analyze execution, and produce detailed reports. FOR THE GS-09 GRADE LEVEL: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing administrative and evaluative work relating to inventory 2) Performing analysis and evaluations of material, and material handling in order to advise on the effectiveness of programs operations and to make recommendations for process improvement. 3)Preparing reports using automated computer programs. Ph.D. or equivalent doctoral degree

3 full years of progressively higher level graduate education leading to such a degree

Have a combination of experience and education as described above that equates to one year of experience.

For GS-09 level the following education may be substituted for experience:

Master's or equivalent graduate degree

OR

2 full years of progressively higher level graduate education leading to such a degree

LL.B. or J.D., if related

OR

Have a combination of experience and education as described above that equates to one year of experience.
