You will serve as a INFORMATION TECHNOLOGY SPECIALIST in the PLANS & PROGRAM DIVISION (SP10), COMMAND INFORMATION OFFICER BRANCH of STRATEGIC SYSTEMS PROGRAMS.

Duties

You will be COMSEC Account Manager (CAM) responsible for managing the Key Management Infrastructure (KMI) program, requiring meticulous care in safeguarding command cryptographic material essential for secure voice and data telecommunications. You will act as the program manager and will execute, maintain and monitor all aspects of the KMI and Communications Security (COMSEC) material management program for a federal activity. You will provide management of program plans, policies, procedures and operational processes for oversight, training, handling, storage, issuance and accountability of KMI/COMSEC operations, equipment and electronic key material. You will be responsible for maintenance and upkeep of documentation, publications, records files, reports and equipment required for secure voice and data communications. You will be responsible for assisting with the acquisition, delivery and installation of new IT products (hardware and software), IT services and hardware warranty. You will be responsible for assisting with software maintenance renewals to include mandatory submission requirements implemented by IT Procurement Request (ITPR) program. You will ensure that all procurements are in compliance with applicable legal and regulatory provisions and in accordance with governing policies and procedures. You will assist with operation, maintenance, and configuration of the command's communication suite to include drafting, routing, and processing of message traffic. You will oversee that the appropriate operational security posture (e.g., network and system security, physical and environmental protection, personnel security, incident handling, security training and awareness) is implemented and maintained. You will advise the Authorizing Official (AO), an information system owner, or the Chief Information Security Officer (CISO) on the security of an information system or program. You will represent the activity as subject matter expert at events and meetings regarding COMSEC. You will investigate and analyze methods, processes, procedures, and techniques to conduct and support investigations, analysis, and assessment of security problems. You will investigate and analyze methods, processes, procedures, and techniques to support issues insecurities, or violations, and generate detailed and complete investigative reports including conclusions and recommendations for improvements.

  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 411 level Advanced (A) within 12 months of appointment.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

FOR THE NH-04: Your resume must demonstrate one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Conducting studies and analyses to detect troublesome conditions and providing prompt resolutions. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Assisting customers in installing, configuring, diagnosing and resolving issues with applications. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: interpreting and providing advice on IT policies, standards, and guidance. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Modifying and mitigating complex problems to improve IT systems and minimize impact to critical customer services and project goals. In addition to experience demonstrating the four competencies above, your resume must demonstrate one year of specialized experience equivalent to the next lower grade level GS-13 or NH-03 pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: leading teams and/or programs related to Key Management Infrastructure (KMI) and/or Communication Security (COMSEC) to ensure compliance. For the NH-03: Your resume must demonstrate one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Conducting studies and analyses to detect troublesome conditions and providing prompt resolutions. 2.
