You will serve as Manager of the Cybersecurity Branch (Code 1043), Information Technology Division (Code 104), Corporate Operations Department (Department 10), of the Naval Surface Warfare Center Philadelphia Division (NSWC PHILA DIV).
This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to GS-13 and GS-14.
Duties
You will be responsible for planning, acquisition, implementation, support and maintenance of the key Information Assurance Program systems and tools at the Naval Surface Warfare Center Philadelphia Division
You will architect and implement an effective IA Systems Program, including life cycle maintenance planning.
You will analyze business and technical requirements of components, systems, and/or networks to evaluate risk and make recommendations regarding security compliance.
You will manage the necessary resources, including leadership support, financial resources, and key security personnel, to support information technology (IT) security goals and objectives and reduce overall organizational risk.
You will advise appropriate senior leadership or Authorizing Official of changes affecting the organization's cybersecurity posture.
You will ensure that cybersecurity inspections, tests, and reviews are coordinated for the network environment.
You will ensure that cybersecurity requirements are integrated into the continuity planning for that system and/or organization(s).
You will interpret patterns of noncompliance to determine their impact on levels of risk and/or overall effectiveness of the enterprise's cybersecurity program.
You will supervise or manage protective or corrective measures when a cybersecurity incident or vulnerability is discovered.
You will track audit findings and recommendations to ensure that appropriate mitigation actions are taken.
You will oversee policy standards and implementation strategies to ensure procedures and guidelines comply with cybersecurity policies.
You will ensure that plans of actions and milestones or remediation plans are in place for vulnerabilities identified during risk assessments, audits, inspections, etc.
You will assure successful implementation and functionality of security requirements and appropriate information technology (IT) policies and procedures that are consistent with the organization's mission and goals.

- This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 722 level ADVANCED within 12 months of appointment.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-4 pay band (GS-11 and GS-12 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying information systems security principles to ensure IT compliance with DoD cybersecurity policies. Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.
