About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at United States Cyber Command (USCYBERCOM), Fort Meade, MD..

Duties

Develop comprehensive plans, prepares operations annexes, and authors cyber options that are fully integrated into USCYBERCOM plans and geographic combatant command support plans. Implement the joint operational planning process for military adaptive planning and execution. Conduct in-depth technical analysis to identify critical capability gaps to inform USCYBERCOM integrated priority list (IPL) development supporting advocacy of future requirements. . Perform duties as a senior planner. Communicate USCYBERCOM mission, operational plan, and overall strategies. Provide direct support and/or Crisis Action Planning support to Current Operations in the execution of the command defensive cyberspace operations (DCO) missions. Monitors COCOM crisis action operations to identify situations in which the Command and J36 can support achievement of theater objectives. Works collaboratively with professional peers representing other program partners to establish details and assess/identify possible broader ramifications of such plans, and to document them in the various forms used to guide execution.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • The employee may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime.
  • Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft.
  • The employee must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counter intelligence scope polygraph exam.
  • This position has been designated as a Testing Designated Position (TDP).
  • The incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1.

To qualify based on your experience, your resume must describe one year specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by planning, developing, analyzing and implementing recommendations related to full spectrum cyberspace operations planning; conducting military/contingency planning for cyberspace operations using computer programs to perform analysis and planning as necessary; developing policies to govern cyberspace operations including defensive cyber operation (DCO), information assurance, systems analysis and network management.
