Duties

Analyzes Systems Change Requests (SCR) to determine user needs and develops web application front end per user requirements and AIS architecture. Works with sponsor, user representatives, and functional analysts to define the customer’s needs. Determines technical feasibility of a user interface solution and suggests alternative approaches. Performs research and analysis on state-of-the-art user interface development methodologies, practices, tools, and available technology to determine applicability, desirability, and availability for potential .... .... utilization in assigned web application front end. Performs individual studies, attends commercial and government sponsored courses and seminars, and participates in professional conferences to maintain a high level of expertise to accomplish work assignments. Reviews and analyzes Software Development Plans to ensure compatibility with strategic architectural objectives. Negotiates sponsorship for required software to include financing and research, development, and technical support. Contributes to, prepares, or requires preparation of technical studies required for project planning under IEEE 12-207 including System/Subsystem Specifications (SSS), Operational Concept Documents (OCD), .... .... System/Subsystem Design Descriptions (SSDD), Interface Requirements Specifications (IRS), Interface Design Descriptions (IDD) and Software Development Plans (SDPs). Prepares technical specifications and other items used in the Request for Proposal (RFP) for acquisition of software required to complete specified projects. Participates in mission programs, research projects, and studies relative to technically advanced hardware, software, telecommunication concepts, architectures, methodologies, and practices. Serves as expert for assigned web application front ends and designs/modifies or participates in design/modification of user interfaces. Provides technical expertise to information system personnel responsible for system design and to other systems analysts responsible for related portions of the AIS during development of system architecture, database, .... .... software, and user interface design. Provides expertise and technical direction to team members to ensure compliance with DoD/DLA Software Quality Assurance and Configuration Management standards on assigned projects. Participates with acquisition personnel in software evaluations and in preparing Request for Proposal (RFP) documents. Evaluate initiative concepts to insure they are reasonable, valid, and consistent with agency goals.

Qualifications

To qualify for an IT Specialist (SYSANALYSIS), your resume and supporting documentation must include: Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Expert knowledge of DoD, agency and industry information systems development standards, policies, procedures, regulations, rules, and other guidelines in order to define, develop, design, test, document and implement web application interfaces in assigned program area and to advise on alternative automation approaches. Mastery of user interface design and development in order to function as the technical authority in support of assigned AISs or AIS Subsystem(s) covering a wide range of applications and technology. This knowledge is required to enable the incumbent to resolve the most critical problems, coordinate team efforts, serve as an expert, train lower graded employees and to accomplish a variety of assignments in web application interface design, development, testing and deployment as part of the assigned AISs or AIS Subsystem(s), which support one or more of the following core DOD and Federal business areas: base support, contracting/procurement, environmental control, financial management, logistics, reutilization/disposal, transportation, warehousing, etc. Expert knowledge of functional area practices and procedures, general information system capabilities and system design concepts. Knowledge of one or more of the above DOD and Federal business areas sufficient to analyze, evaluate and develop system interfaces relating to an assigned AIS, and to migrate interfaces to new platforms. Knowledge of DOD/DLA regulations and manuals governing one or more of the above-mentioned business area functions sufficient to evaluate management and user requirements, analyze interrelationships, develop effective design approaches, test new/revised web application interfaces and to develop and augment procedures for their implementation and operation. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
