Duties

Performs management studies and surveys which are highly complex in nature, comprehensive in scope and impact across organizational lines. Determines appropriate methods for and conducts analyses of work force requirements and utilization, utilizing manpower survey techniques. Assures adequacy and completeness of all applicable Table of Distribution and Allowances (TDA) input and completeness of documentation. Maintains specific knowledge of organization manpower hire ceilings, projections, and reductions directed by higher headquarters and program changes. Analyzes and evaluates the organizational and staffing changes made by managers/supervisors to determine the impact on staffing requirements and allocations.

Requirements

  • You may be expected to travel up 10 % for this position.
  • Must be able to obtain and maintain a Secret security clearance for the duration of employment.

Specialized Experience: One year of specialized experience which includes (1) Analyze, evaluate, develop, advise on, and promote an organizations Manpower and Human Resource Mission; (2) Advise management and senior leaders on personnel related matters not limited to workforce planning, recruitment strategies, actions, position management and TDA/Manpower; (3) Develop and recommend the allocation of manpower authorizations to appropriate echelons of organization with consideration to validated manpower requirements; and (4) Utilize various Manpower and Human Resource software and database systems related to enter, query and/or retrieve information for analysis. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
