You will serve as a Security Specialist in the EOD Group Two Intelligence Department of EXPLSV ORD DISP GROUP TWO.

Duties

You will implement national and command security policies and procedures for the protection of all Sensitive Compartmented Information (SCI) classified material. You will evaluate and recommend purchase of new equipment/systems as they become available or as required to ensure compliance with changing security requirements. You will manage the courier card/authorization letter process, ensuring strict compliance with security regulations established for transporting SCI material. You will contribute to the development, evaluation and protection of current and proposed security protection systems to ensure information, equipment facilities and personnel are kept secure against possible compromise, sabotage, theft or terrorism. You will inspect subordinate command security programs for compliance and assist in correcting deficiencies. You will conduct all security indoctrinations, debriefs, foreign contact interviews and execution of nondisclosure statements for qualified individuals of activities served, their Reserve Units and associated contractors.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain a U.S. Passport.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience developing and implementing procedures for Sensitive Compartmented Information (SCI) personnel security program and evaluation program; Experience reviewing, evaluating and processing reports of investigation, personnel files and other records to make recommendations to the Department of the Navy Defense Central Adjudication Facility (DoN CAF); Experience conducting interviews to make initial determinations on an individual's ability to meet the criteria for access to SCI information; Experience inspecting command security programs for compliance and assisting correcting deficiencies; Experience submitting updated Fixed Facility Checklist (FFC) when major changes are made to SCIF; Experience with security measures relating to physical security, intrusion detection systems (IDS), electronic security systems (ESS), Technical Surveillance Countermeasures (TSCM), and TEMPEST. In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
