You will serve as a Financial Management Analyst of Naval Suppy Systems Command, Headquarters, SUP 122, CNSSC FLD DET MECH PA.

Duties

You will operate with a high degree of independence in carrying out budgetary and financial management responsibilities. You will resolve issues in work environment that continually change program objectives, funding requirements resulting from new legislation, implement new substantive programs. You will develop proposals concerning alternative methods, sources, and timing of financing for substantive programs. You will resolve issues that continually change program objectives, funding requirements resulting from new legislation, implement new substantive program that are complicated by lack of data upon which to base budget and financial planning.

• This is a Financial Management Level 2 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector demonstrating knowledge and skill applying principles, concepts and practices to perform assignments concerning financial management, accounting or budget. Specialized experience must demonstrate the following: 1) Monitor budget execution to ensure compliance with the DOD financial Management Regulation and present performance metrics to senior leadership; 2) Collaborate with both internal and external stake holders to ensure customer requirements align with program budget plans; 3) Utilize the Navy Enterprise Resource Planning or related automated financial system to extract, interpret, and analyze financial reports and statistical data; 4) identify, analyze and resolve a range of budgetary problems such as development of alternative method of funding; 5) Monitor program budget execution to ensure availability of funds; 6) Develop timely and effective communication of identified issues and recommended resolutions, that balance the interests of the mission and multiple stakeholders, to subordinate and senior levels.
