This position functions organizationally as a Practice Manager. Together with the Practice Chief, the position plans, organizes, and directs all administrative, operational, patient care and personnel activities for the Practice assigned. The incumbent participates in all operational and administrative aspects of the Practice, including the hiring, evaluation, discipline of staff; providing direction and support to staff; and assuring that the Practice operates efficiently and cost-effectively.
Duties
Duties may include but are not limited to:
Administration and Management: 50 Percent
Works with physicians and staff within the Practice to develop, implement and evaluate systems to enhance Practice productivity as well as provider productivity. Performs needs analysis, data analysis, and utilization reviews in order to forecast and plan future needs of the Practice (e.g., capacity, space, equipment, market shifts, etc.). Prepares monthly workload statements.
Analyzes and manages risk for the patients in the Practice.
Ensures that waiting times in clinical areas are within established standards. Plans, directs, and evaluates issues to ensure maximization of operations, including communication systems, records, purchases, billing, and computer services.
Develops and maintains management information reporting for the Practice, including measures of patient volume, patient demographics, utilization trends, productivity and profitability. Implements and evaluates information systems to track visits, new patients, referrals, in- patient days, emergency room visits, and ancillary utilization.
Develops, implements and evaluates clinical guidelines and protocols to establish appropriate utilization of service. Responsible for meeting fiscal objectives that include maximization of revenues and cost containment of expenses.
Monitors Practice expenditures and utilization of personnel m order to assure that resources are used effectively. Projects, plans and implements marketing the Practice in order to assure market penetration. Assists in the management of grants and/or research projects as they apply to the Orthopedics/Podiatry Practice.
Provides for and coordinates the education, training, and development of the staff. Implements and evaluates educational programs for the Practice staff and any
Medical Center residents to ensure that they meet standards. Interfaces with various Practices and PCC's to develop, monitor, and to improve performance and/or communications. Establishes policies and procedures within the area of the Practice.
Assures that existing Medical Center policies and procedures are followed. Assures compliance with regulatory agency standards and policies.
Participates in the development and evaluation of Practice staff to assure employee relations, labor relations, and employee development issues are addressed appropriately.
Responsible for developing and evaluating staff in the areas of customer satisfaction and team functionality. In conjunction with the Orthopedics/Podiatry Practice Chief, the Performance Improvement Program for the Practice based on clinical outcomes and measures as well as patient and physician/other staff satisfaction.
Uses selected theories of epidemiology, organizational development, and educational theory of systems to evaluate performance of the Practice. Participates in the development and evaluation of Practice staff to assure employee relations, labor relations, and employee development issues are addressed appropriately.
Responsible for developing and evaluating staff in the areas of customer satisfaction and team functionality. Investigates and responds to patients' complaints and inquires and assures that appropriate follow-up actions are implemented.
Operations Management 50 Percent The position serves as the supervisor for a group of employees with responsibility for:
Assuming responsibility for the technical planning and oversight of the work;
Setting and adjusting short term (daily, weekly, or monthly) priorities;
Assuring that requirements are met in terms of the quantity and quality of work;
Assigning work to the members of the Practice work group based on priorities, consideration of the difficulty of the assignments, and the capabilities of the employees; Directing on-the-job training for employees;
Evaluating the work performance of the subordinates and recommending performance ratings; and approving ordinary requests for annual and sick leave;
Informing higher level management of anticipated vacancies or increases in workload; Informally recommending promotions, reassignments, or other changes of assigned personnel, such as retention or release of probationary employees, step increases, and the recognition of superior performance;
Discussing with employees the performance requirements of their positions, keeping them informed of their progress in meeting the requirements, and participating in the formal evaluations of employee performance; Holding corrective interviews with employees, referring disciplinary problems to higher levels of management; Resolving informal complaints of employees; Dealing with union representatives, as necessary.
May be assigned to perform other duties of a related nature.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/12/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Specialized Experience for Supervisory Program Specialist GS-9 You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: Verbal, quantitative, analytical skills and an in-depth and up-to-date knowledge of management, finance, and basic accounting, budgeting, planning, health care reimbursement, and financial control. Ability and skill to plan, organize, and direct a team and to negotiate effectively with management. Practice to develop, implement and evaluate systems to enhance Practice productivity as well as provider productivity. Ability to plan, directs, and evaluates issues to ensure maximization of operations, including communication systems, records, purchases, billing, and computer services.. Performs needs analysis, data analysis, and utilization reviews in order to forecast and plan future needs of the Practice (e.g., capacity, space, equipment, market shifts, etc.).

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent degree, 2 full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if related.

You must have a combination of specialized experience and education in excess of graduate level education (beyond the first year) to qualify for the GS-09 level.
