The Supervisory Medical Management Specialist is the Administrative Officer for Geriatrics & Extended Care (GEC) Service at the Louisville VA Medical Center. They are responsible for the administrative operations for the home care programs while assisting in JCAHO oversight requirements.

Duties

The Supervisory Medical Management Specialist serves as full administrative officer to the Associate Chief of Staff for GEC (ACOS/GEC). Primarily responsible for administrative operations within home care programs and will represent the ACOS/GEC when so designated. Has complete responsibility over all fiscal, personnel, program, reporting and supply management for the home care Issues. Major Duties but are not limited to: Advises ACOS/GEC and the Clinical Program Manager on VA policies and procedures regarding Home Care Requirements including those for JCAHO. Responsible for collecting, tracking and trending of compliance with all home care standards. Assist the Performance Improvement Office In developing tools to support collection of information for required reports. Coordinates with Human Resource Management Service (HRMS) on all matters affecting employee personnel actions for Individuals assigned to home care. Collects, analyzes and prepares data necessary for assuring that home care services meets clinical and managerial performance standards nationally and at the local level. Monitors requests for authorized absences and travel. Works with the Performance Improvement Officer to develop quality improvement activities for the home care programs. This includes performance improvement activities as well as ensuring that the quality assurance data is collected, compiled, and reviewed. Coordinates preparation for all internal and external reviews (i.e. JCAHO, IG). All other duties and responsibilities as assigned Work Schedule: Mon-Fri 0800-1630 Telework: AD-HOCVA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/20/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: In depth knowledge of the principles of health services administration, including an understanding of the concepts of medical care organization, organizational behavior, strategic planning, marketing, financial management, third party payment practices, and statistical applications in order to assist the ACOS/GEC and Clinical Program Manager regarding Home Care requirements. Knowledge of the VA and home care policies and procedures as they relate to the Louisville VA Medical Center and GEC's mission and goals. Knowledge of the organization of the health system and medical center, function of committees and the roles of all Louisville Medical Center services in order to effectively and efficiently accomplish work. Understanding of home care standards and requirements of each Louisville VA Medical Center home care program. General knowledge of federal personnel policies and practices with respect to hiring, orientation, employee rights, leave regulations, employee counseling, EEO process, writing positions descriptions, standards, conducting and documenting employee appraisals, carrying out disciplinary actions, and preparation of organizational charts. Knowledge of DSS information system, Clinical Applications of data management systems, and ability to use VHA search tools such as KLF or File Man. Ability to design and Implement working spreadsheets and charts for organizing collected data. Knowledge of problem-solving and conflict resolution. Knowledge of statistical methodologies in order to determine unit costs, project workload, and conduct productivity analyses for the purpose of providing quantitative and statistical input Into the determination of mission/goals, budget and staffing levels. Established skill in communicating, both orally and in writing. This skill will be used to provide the ACOS/GEC and Clinical Program Manager with status reports, policies, proposals, recommendations, memorandums, and responding to controlled correspondence. Knowledge of principles of Total Quality Improvement and quality assurance in health care in order to assist in Implementing, evaluating and coordinating Performance Improvement activities within the home care programs at the Louisville VA Medical Center. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
