About the Position:
These positions are located within the CHRA Soldier and DoD Human Resources Directorate, DoDEA Civilian Human Resources Service Center, and may be eligible for local commuting area remote work in the future as determined by agency policy.
Duties
Utilize a wide range of civilian HR practices, laws, regulations and policies.
Serve as a Senior Human Resources Specialist performing operational assignments such as recruitment, placement, employee development and training.
Advise managers on staffing requirements, resources, and problems involving a high degree of complexity.
Advise management on recruitment strategies, sources, special programs, and incentive programs.
Research the qualifications and skills needed during job analyses with subject matter experts.
Provide civilian HR advisory and technical services to customers and subordinates.

To Qualify for the GS-11:
Experience Required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled which includes: interpreting civilian human resources laws to provide comprehensive advisory services on staffing functions, analyzing and recommending solutions to resolve civilian human resources problems/issues, advising management on recruitment methods, and creating a variety of human resources products (e.g. job analysis, occupational assessment questionnaires, vacancy announcements, referral lists, preparing personnel actions, etc.). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
OR
Education Substitution for Specialized Experience for GS-11: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resources Management or other related field.
OR
Combination of Education and Experience for Specialized Experience for GS-11: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Specialized experience is defined as experience that is typically in or related to the work of the position to be filled which includes: interpreting and analyzing civilian human resources (HR) laws and regulations to provide expert advisory services on complex recruitment and staffing functions on special placement programs, competitive and non-competitive recruitment strategies, special hiring authorities, and/or special pay incentives; developing solutions to complex civilian human resources problems/issues; resolving complex pay setting issues/inquiries; and using human resources automated systems to create a variety of human resources products such as job analyses, occupational assessment questionnaires, vacancy announcements, referral lists, coding personnel actions, etc. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
