The incumbent performs various duties related to the records management lifecycle process to include accessioning, storage, and disposition of DeCA records. Provides guidance and assistance to other DeCA offices, Functional Area Records Managers (FARMs) and Records Custodians (RCs) on maintaining, storage, transfer of records, and practices regarding Publications and Knowledge Management initiatives and methods.
Duties
Provides limited support to the assigned organizations.
Provides management advisory services normally restricted to information regarding application of well-established policies and precedents, and regulatory requirements. Identifies, considers, and advises managers, supervisors, and employees about relatively common issues or problems.
Researches applicable laws, policy, and Agency precedent and applies fact-finding techniques to gather clear-cut information and/or evidence specific to the assigned projects and tasks.
Assists assigned DeCA offices in the implementation of their records management program in accordance with DeCA Records Management guidelines.
This position offers promotion potential to a higher grade. To prepare you for the higher grade, work assignments will be progressively more complex. After meeting all qualifications and requirements for the next grade level and with your supervisor's recommendation, you may be promoted without further competition. However, promotion is neither guaranteed nor automatic.

Requirements

Qualifications
You must meet the Office of Personnel Management (OPM) qualifications for series 0343 and additional requirements by the announcement closing date. Your resume (and/or transcript if necessary) must clearly show that you have the qualifications described below. You can use experience, education, superior academic achievement, or a combination of experience and education to qualify.
Experience: One (1) year of specialized experience at the GS-05 grade level (or equivalent) by the closing date of this announcement. Experience can be under other Federal service pay systems, private sector, or military.
Examples of qualifying experience include:
Providing file plan administration and assigning records schedules dispositions.
Plan, control, direct, organize, train, promote and other managerial activities involving the life cycle of records, including creation, maintenance (use, storage, retrieval), and disposal, regardless of media.
Advises on requirements necessary to achieve functionality within the organization.
OR
Education: One (1) full year of graduate level education with major study in business administration, public administration, agricultural economics (food industry management), or other fields related to the position; or superior academic achievement.
OR
Combination of experience and education. To calculate the combination, divide your total months of experience by 12, then divide your graduate level semester hours by the number of credit hours that the school attended has determined to represent 1 year of full-time study or 18 and add the two percentages. If the total is 100%, you meet the minimum qualifications through a combination of experience and education.
You will receive credit for all relevant qualifying experience (paid and unpaid), including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
Physical requirements:
The work requires sitting, standing, walking, and lifting. The work may require lifting/moving records boxes weighing up to 30 pounds in order to perform physical examination of paper records. You will attest to your ability to perform these physical requirements in the Questionnaire.

Work environment: Work is normally performed in an office setting. The incumbent is subject to work in a warehouse environment that requires special safety precautions and equipment. The incumbent is frequently in areas that require record boxes to be stacked overhead. Occasional TOY travel may be required in conjunction with assigned duties.
