You will serve as a HUMAN RESOURCES SPECIALIST in the Staffing Department of OCHR NORFOLK OPERATIONS CENTER.
Duties
You will serve as a Processing Expert processing complex pay action and conduct review of personnel actions from HR assistants.
You will utilize HR information systems such as Defense Civilian Personnel Data System (DCPDS) and interface with Defense Finance and Accounting Service (DFAS) to analyze and resolve issues.
You will serve as expert level processor providing training in processing complex pay actions and ensuring appropriate coding for a wide variety of personnel actions.
You will perform research on complex processing topics and the impact of implementing and processing personnel actions IAW settlement agreements.
You will utilize federal civilian human resources policies, practices and procedures to deliver instruction and training in processing and coding personnel actions.
You will review personnel actions for accuracy (e.g. appropriateness of regulatory authority and remarks), resolve discrepancies and missing information.
You will ensure processing staff is consolidating, updating, and uploading of documents in a timely manner to employees' e-OPF.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience utilizing technical expertise to provide guidance, sound judgement, and training for junior staff in a wide range of processing recruitment, compensation, and employee benefit personnel actions.
Experience independently researching and analyzing complex/ recurring types of personnel actions such as accessions, separations, position, pay and miscellaneous changes for positions to identify problems and reconcile discrepancies.
Experience independently coding/ processing complex and difficult personnel pay actions, various appointing authorities such as VRAs, Attorneys, Direct Hire, etc., interfacing with payroll offices, and troubleshooting processing inquiries IAW a wide range of laws, E.O., regulations, and polices ensuring appropriate regulatory authorities/ remarks are used.
Experience with a variety of automated tools such as DCPDS, HR Links, e-Onboarding, e-OPF to analyze personnel data for payroll recon, WGI/ retained grade reports, FERRCA projects, QC reports etc. to process, consolidate, and resolve complex issues.
OR possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related
OR combination of education and experience that equates to 100% of the requirement.
