You will serve as a Financial Management Analyst in the Team Subs Chief Financial Officer Group of PEO SSN.
Duties
You will develop and implement improvement and efficiency strategies for programming, budgeting and procurement based on findings from key program specialists and analyst.
You will direct and evaluate complex studies and develops procedures to measure program results, benchmarks, and effectiveness.
You will review and prepare program documentation to determine appropriate changes or corrective actions.
You will serve as management advisor using a high-level of discernment and judgment to address a wide variety of interrelated subject matter, that can include financial, contractual, programmatic, or other program office focus areas.
You will provide a wide range of substantive oral and written presentations and reports to internal and external stakeholders.
You will analyze and evaluate effectiveness of program requirements throughout the life-cycle.
You will research, analyze, interpret, and develop fiscal plans and guidance involving multi-year appropriations.
You will utilize Navy-Enterprise Resource Planning (N-ERP), Program Budget Information System (PBIS), Computer Optimized Batch Reconciliation Application (COBRA), NAVSEA Enterprise Planning System (NEPS), and other pertinent business systems.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band, NH-03 (GS-13 Equivalent), in the Federal service or equivalent experience in the private or public sector managing the budgeting or financial management activities (e.g., policy review, development and implementation, financial planning and execution, budget analysis, development and execution, financial data analysis, audits, strategic planning, funding requirements, or financial reporting) of an organization to ensure compliance with financial directives, principles, policies, or procedures.
