The primary purpose of this position is to: Plan, organize, coordinate, and direct the Leadership training policy, strategy, and doctrine to advance both the USCYBERCOM Leadership's cyber training goals and to provide support to operations related to the overall USCYBERCOM mission.

Duties
DUTY 1: Training Strategy Formulation. Develops training strategy in support of operations and exercises.
DUTY 2: Training Policy Development and Alignment. Makes substantive personal contributions to the development and maintenance of cyber training policies for the cyberspace program community to facilitate the more efficient and effective accomplishment of the Leadership function.
DUTY 3: Training Assessment. Evaluates training operations, advises leaders on options for improvements to training programs of critical importance to achieve better alignment with strategic plans and policy directives, and provides alternatives with predicted outcomes.

- The employee must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counterintelligence scope polygraph exam.
Qualifications
This is a GG-13 position in the Cyber Excepted Service (CES). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the General experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Managment Positions
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of a wide range of concepts, principles, and practices relevant to the definition and continuing refinement of training strategy and policy in support of operational military functions and programs, and skill in applying this knowledge base to difficult and complex work assignments. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Ability to collaborate with strategic planners to assess, identify, and integrate training objectives and standards into military organizations' strategic plans.
2. Ability to interpret and apply federal regulations and DoD/Service-level policy governing training to develop enterprise-level guidance materials and support their interpretation/application.
3. Knowledge of missions, roles, functions, organizational structures, relationships, and operational planning objectives as they apply to training in DoD organizations.
4. Knowledge of and skill in selecting and applying a wide range of qualitative and/or quantitative methods to evaluate enterprise-level training strategies, policies, and programs.
5. Ability to plan and independently manage short- and long-term projects and to cultivate and sustain positive working relationships to project completion.
6. Skill in communicating effectively with tact and diplomacy, orally and in writing, to advocate agency positions; to recommend response to criticism of the agency's function or performance; to logically and effectively explain programs, functions, and activities and gain understanding of the organization's efforts by concerned publics.
CONDITION OF EMPLOYMENT CONTINUED
This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Therefore, incumbent is required to: (a) refrain from the use of illegal drugs, and (b) if requested, submit to urinalysis testing. Incumbent may be selected for random drug testing and may be subject to reasonable suspicion testing and safety mishap or accident testing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
