You will serve as a FOREIGN MILITARY ASSISTANCE SPECIALIST in the Country Program Management Department (N3) of NET SEC ASTFLD ACT.
Duties
You will serve as the subject matter expert and consultant on matters related to the policy, planning, review, programming, execution, and administration of Security Cooperation Education and Training Program.
You will be responsible for developing, planning, coordinating and implementing Security Cooperation Education and Training Program (SCETP) policies related to foreign countries and international organizations.
You will serve as Program Manager for the oversight and execution of FMS training programs as part of SCETP objectives in support of the US National Security Strategy, Combat Command theater campaign plans and/or Maritime Security Cooperation Policy.
You will provide support in the management and execution of the Department of the Navy (DoN) Field Studies Program (FSP).
Requirements

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This is a Key Security Cooperation Workforce (SCW) position and requires a DoD SCW Certification. Selectee must obtain and maintain certification within prescribed timeframes. SCW level required: SC422 (Intermediate)
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Developing education and training programs for foreign countries; 2) Ensuring that acceptance or exceptions to country education programs are communicated to the country in a manner that ensures efficient administration of training programs; 3) Providing input to the higher echelon commands such as Navy International Programs Office and Systems Commands for the development of programs in order to meet country needs for training; 4) Working with foreign countries programs specifically with Defense Security Assistance; 5) Running administrative programs to ensure compliance with the intent of policies, procedures and regulations. 6) Familiarity with resource allocations and basic financial management.

Employee must meet DoD Security Cooperation Workforce Certification requirements applicable to the duties of the position. Selectee must meet the designated certification AoC and Level requirement; if not has 1-year (Basic) 2 years (Intermediate - Expert) from Security Cooperation Workforce Development-Database entry date to become certified in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384. Incumbent of this position is required to comply with all Department of Defense and Defense Security Cooperation Agency requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action. Incumbent is required to maintain 20 hours of professional development continuous learning every two-year period to maintain good standing in the DoD Security Cooperation Workforce Certification Program.
