Duties

The Department of Homeland Security (DHS) Cybersecurity and Infrastructure Security Agency (CISA) is the Nation's risk advisor, working with partners to defend against today's threats and collaborating with industry to build a more secure and resilient infrastructure for the future. CISA is at the heart of mobilizing a collective defense as we lead the Nation's efforts to understand and manage risk to our critical infrastructure. Our partners in this mission span the public and private sectors. CISA programs and services are driven by our comprehensive understanding of the risk environment and the corresponding needs identified by our stakeholders. We seek to help organizations better manage risk and increase resilience using all available resources, whether provided by the Federal Government, commercial vendors, or their own capabilities. CISA accomplishes its mission through five key functions: National Risk Management Infrastructure and Cybersecurity Operations Critical Infrastructure Resilience Federal Information Security Interoperable Emergency Communications The Office of the Chief Operations Support Officer (OCOSO): Provide responsive, high-quality support through excellence in innovation, customer service, governance, and performance. This position is in the Facilities Branch, OCOSO. The Facilities Branch provides a wide range of engineering, program and facilities expertise for the design, construction, operations and maintenance of CISA facilities across the nation. Typical work assignments include: Providing executive management and budgetary tracking for assigned contracts and services. Guiding and advising operating officials on overall financial management issues when planning proposed programs and special projects. Providing technical assistance, financial data, calculations, information, and responses to questions to various interested parties, including other Facilities employees, customers and possibly CISA leadership and the Office of Management and Budget (OMB). Evaluating financial and program information needs and provide data and analyses to management. Assisting in the initiation and processing of contract modifications arising from changes in mission requirements, specification changes, or changes in terms and conditions. Verify and approves contract payments, assesses damages for non-performance and assists contracting officials to negotiate settlements relating to termination.

Qualifications

To be considered minimally qualified for this position, you must demonstrate that you have the required experience for the respective grade level in which you are applying. Specialized Experience for the GS-13: You qualify for the GS-13 grade level, if you have: at least one year of specialized experience equivalent in difficulty and responsibility to the GS-12 level in the Federal service (obtain in either the public or private sector). Experience includes: Advising personnel on matters pertaining to contracting, fund requirements, financial management, budget, contract personnel management, property management, inventory and acquisition management. Analyzing and relating financial data to work plans, business plans, strategic plans, and organizational accomplishments. Performing periodic reviews of various budget and financial processes to assess effectiveness and compliance with established procedures. Developing reports, presentations, and/or briefing material on financial management. Providing oversight in the financial review process, including reprogramming actions and the development of narrative justifications. Knowledge of Contracting Officer Representative (COR) duties for contracts pre and post award. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. All qualification requirements must be met by the closing date of this announcement.
