This position is located in the USDA, Office of the Chief Financial Officer, National Finance Center, Government Employees Services Division, Web Applications Directorate, Human Resources Applications Branch, in New Orleans, LA.
The position provides application programming support for new, redesigned, or Commercial Off-The-Shelf (COTS) software, resolving software application problems in compliance with established ADP standards, policies, and authorized application approaches.
Duties
Answer inquiries and participates in meetings on discussion of revisions or issues to existing programs or new program development.
Develop the data and test case scenarios associated with acceptance tests in an implementation or maintenance environment.
Develop the job control language (JCL) or scripts required to process the program or series of programs in both test and production environments.
Follow the Software Development Life Cycle (SDLC), and Capability Maturity Model (CMM) requirements to develop all required documentation and ADP material.
Translate functional specifications and translates them into applications that automate business processes.
Review test results for accuracy.

Qualifications
Must have one year of specialized experience equivalent to the GS-09 grade level or pay band in the Federal service or equivalent the experience in the private or public sector that has equipped the applicant with the particular competencies to successfully perform as an IT Specialist (APPSW). Examples of specialized experience include: 1) Experience in developing, testing, and using JCL, and a variety of software tools such as; Common Business-Oriented Language COBOL), Statistical Analysis System (SAS), Online Analytical Processing (OLAP) tools, Electronic Data Interchange (EDI), C++, Java, PeopleCode, PeopleTools, Oracle Forms and Reports, PL/SQL, Active Server Pages (ASP), Business Intelligence Software);2) Working with relational data bases (DB2, Oracle, MS SQL Server) 3) Experience in application software development concepts and techniques; designing, coding, testing, resolve errors and maintaining programs; and 4) Following the Software Development Life Cycle methodology and/or Capability Maturity Model (CMM) requirements to develop required documentation and IT material; AND IT related experience in the federal service or private or public sector demonstrating the following four competencies:

Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Education
Education can be substituted for experience: Ph.D. or equivalent doctoral degree or three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
