You will serve as a Physical Scientist in the International Program Coordination Group in the Plans, Programs and Requirements Department; Naval Oceanographic Office of NAVOCEANO BAY ST LOUIS.
Duties
You will serve as the NAVOCEANO Technology Transfer Coordinator and as a contributing member of the Federal Laboratory Consortium (FLC).
You will make decisions and or recommendations significantly changing, interpreting, or developing important national and international policies or programs.
You will review data requests and determine release of NAVOCEANO publications, data, information, etc., to non-federal components, foreign governments, agencies and individuals.
You will coordinate, promote, and facilitate information transfer among U.S. Government, other U.S. Navy facilities, NAVOCEANO planners, requirements personnel, and others to promote efficiency in data collection programs.
You will act as NAVOCEANO's point of contact for all foreign requests and visitors.
You will serve as the NAVOCEANO Strategic lead, responsible for staying up-to date and informed on National, Department of Defense, Department of Navy, headquarters, and higher-level strategies and guidance.
You will coordinate point papers, decision papers, official correspondence, command-level briefings, and respond to taskers, as required

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment
Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of Specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
-Experience using the principles and theories of oceanography, hydrography, geodesy, physics, geophysics, cartography and mathematics to serve as a technical authority in military oceanography/hydrography;
-Experience interpreting, making decisions/and or recommendations pertaining to the Foreign Release policies, international exchange, and data exchange programs;
-Experience interacting with high-ranking U.S. and foreign military and civilian personnel with tact and diplomacy;
-Experience providing decisions and/or recommendations significantly changing, interpreting, or developing important national and international policies or programs to senior leadership and external upper echelon commands.

Education
Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess
A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
or
B. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
