Duties

The primary purpose of this position is to: serve as Space Operations Analyst, providing Commander, U.S. Space Command (USSPACECOM) and Director of Current Operations (J3) with situational awareness and operational advice on space operations and global space defense to meet both deterrence and decisive national security objectives. Duties: Provide insight, execution management, and mission area expertise on all matters pertaining to Space Operations, one of the command's three primary lines of operations. Review Presidential, Secretary of Defense (SecDef), and OSD policy and guidance; and Chairman Joint Chiefs of Staff (CJCS) instructions and guidance, concepts, and doctrine for incorporation into command strategic policy and operational guidance. Represent the division and directorate across a variety of organizations.

  • This is a Centrally Managed Position in the Operations Career Field. PCS will be paid in accordance with JTR Vol. 2 and applicable Air Force Regulations

  • Frequent TDYs can be anticipated. Incumbent may be required to travel by military and/or commercial aircraft in the performance of assigned tasks

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions series, 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of operations toward development and/or improvement of critical command plans and readiness for conducting major operations such as war, mobilization, rescue, mission and flying operations, deployment, rescue, foreign military sales, acquisition, special operations, or similar operations. Expert knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Expert knowledge of analytical and evaluative methods plus a thorough understanding of how regulatory or enforcement programs are administered to select and apply appropriate program evaluation and measurement techniques in determining the extent of compliance with rules and regulations issued by USSPACECOM. Knowledge of the various command entities involved in overall planning and execution of operations and evaluations. Knowledge of relationships with other programs and key administrative support functions within USSPACECOM. In-depth knowledge of Joint Operational Planning an Execution System (JOPES), the Joint Operations Planning Process (JOPP), and development of operational orders. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: In-depth knowledge of joint war fighting. doctrine, joint combatant command structure, and global command and control constructs. In-depth knowledge of Joint Operational Planning and Execution System (JOPES), the Joint Operations Planning Process (JOPP), and development of operational orders. Ability to participate in operational planning teams, participate in operational assessment groups and modify existing orders to affect ongoing operations. Ability to independently execute projects and/or studies within established time constraints. Ability to communicate effectively, both orally and in writing; articulate complex issues; and maintain good working relations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
