The National Center for Advancing Translational Sciences (NCATS), Administrative Services Branch (ASB), Extramural Services Section (ESS) is seeking a Supervisory Administrative Officer who has experience performing comprehensive administration duties, as well as supervising a team and reviewing professional administrative work of junior staff.

Duties

As a Supervisory Administrative Officer you will: Serve as principal advisor to the senior leadership of the Center on policy matters affecting operations, including personnel management, financial management, acquisition management, IT support, organization and staffing, physical facilities, and management services. Collaborate with senior NCATS and NIH management officials (Executive Officer, Budget Officer, Chief Information Officer, Scientific Director, Human Resource Specialists in OHR, etc.) on a wide range of management issues and problems that affect the program area. Develop special analyses and presentations to justify complex significant aspects of the research programs. Responsible for the oversight and management of designated program budgets, providing program leadership and the Chief, ASB, with guidance and Information needed in the management of all budgetary and financial resources. Works closely with staff in the NCATS Office of Financial Management to assure compliance with funds management control initiatives, to address and resolve budgetary issues, to provide reports, to prepare responses for NIH data calls and participate in audits, etc. Coordinates with program area leadership in the execution of research and support contracts. Works closely with the NIH's Office of Human Resources team to ensure that personnel resources are used in a manner that supports maximum efficiency for the organization, while allowing for each employee to achieve pay and responsibly commensurate with their ability and potential.

Requirements

  • U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

Qualifications

You qualify at the GS-14 level, if you meet one of the following qualification requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: reviewing professional administrative work of subordinate or junior staff for accuracy, completeness, and compliance; planning, developing, executing and monitoring budgets with many different sources and types of funding; performing contract administration duties including planning and managing contract and equipment leases; serving as approving official for requisitions of equipment, supplies, and other materials and services; and, developing standards/policies/procedures involving administrative functions in an organization.
