This position supports Connected Care/Telehealth throughout the VA HCS at multiple locations under the Connected Care Service in Gainesville, FL. Increasingly, innovative telecommunication technologies are being introduced to enhance care services and improve access to scarce health care resources. In VHA, Telehealth is changing the location of care through Synchronous, Asynchronous and Remote Monitoring programs, as well as other programs that use connected care technologies.
Duties
Major duties include but not limited to:
Identifies, selects and approves appropriate software types (spreadsheets, database, word processing) to meet program needs based on an understanding of the functional capabilities and limitations of each, and the similarities, differences, and integration of the software types.
Develops methods for automating reports using a variety of software packages and applying judgment in selecting the most appropriate software type; and modifies the existing tracking system to correct problems, or establishes a database management system to improve tracking methods.
Processes inputs for workload models, resource estimates and use, and creates predictive models using data mining and modeling techniques.
Researches and prepared costs estimates for new and emerging technologies.
Obligates, monitors, and completes Connected Care equipment orders.
Maintains responsibility of more than 20 million dollars in facility inventory, registering and maintaining telehealth fund control end points.
Plans and performs fault management, configuration control, and performance monitoring of all Connected Care programs.
Resource for Connected Care and off site staff providing guidance, support, planning, and consultative services.
Develop tracking mechanisms for various initiatives, progress reports and monitoring of facility Connected Care.
Evaluates, processes, and make recommendations for effective business and organizational changes.
Considers all aspects of new or established programs; including policies, projected goals, objectives, workload models, resource estimates and use issues, constraints, effects and concerns related to Connected Care.
Use of knowledge specific to Connected Care operations to identify issues, quickly analyze problems, assist and instruct support staff concerning such matters as directives, reports, correspondence, and data collection procedures.
Analyzes statistical and demographic data to support program development and to aid in the establishment of goals and objectives.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/09/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education as described below:
GS-9 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Processes inputs for workload models, resource estimates and use, and creates predictive models using data mining and modeling techniques.
Develops procedures and systems for establishing, operating, and assessing the effectiveness of Connected Care programs throughout the NF/SG VHS
Develops and coordinates a wide variety of standard operating procedures with full and complete technical advice for telehealth technologies to ensure they are secured, ready for use within required/established timeframes, and accounted for.
Develops methods for automating reports using a variety of software packages and applying judgment in selecting the most appropriate software type; and modifies the existing tracking system to correct problems, or establishes a database management system to improve tracking methods.
Provides technical support and consultative assistance for all Connected Care programs, technologies and systems.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent doctoral degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. You must have an combination of specialized experience and education beyond master's or equivalent doctoral degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

Processes inputs for workload models, resource estimates and use, and creates predictive models using data mining and modeling techniques.
Considers all aspects of new or established programs; including policies, projected goals, objectives, workload models, resource estimates and use issues, constraints, effects and concerns related to Connected Care.
Analyzes data and statistics to develop, update, and revise integrated reports designed to assess impact, demand and utilization of connected Care services and coordination of program needs for special, non-standard reports.
Independently reviews quality and performance data (e/g/ patient satisfaction surveys, image quality, performance metrics, clinic wait time) for Connected Care program effectiveness and satisfaction, and develops process improvements as required.

Physical Requirements: Physical demands include above average ability, dexterity, and strength to perform the work. There will be walking, standing, bending, stooping, kneeling, crouching, reaching, carrying of items, driving of an automobile, etc. May be required to sit or stand for the majority of a normal tour of duty. Will lift and move equipment up to 20 pounds and will reach above shoulder level for technology installation or in assistance with technology installation. Fieldwork may involve travel for training activities, attendance at meetings and conferences.
