The Supervisory Management and Program Analyst in the Office of the Executive Director's Office reports to a senior member of the Executive Leadership Team (ELT) or designee, comprised of the highest-ranking senior executives. Incumbent has supervisory responsibilities over the Data Analysts and supporting staff. Incumbent serves as the Supervisory Management & Program Analyst for the North Florida / South Georgia Health System (NF/SGHS)
Duties
Leads the culture change to organizational decision-making based on objective data analytics and system redesign principles through effective management through data-intensive programs. Devises new analytical techniques to evaluate findings. Evaluates and consult on audits/inspections relating to Data Management and forward action items to the responsible organization division. Develops and applies new management concepts, principles, and techniques as related to data management, system redesign, and mission/organization management. Establishes, monitors, and enforces the Data Analytics, related medical center policies. Evaluates processes and makes recommendations for effective organizational and process changes. Serves as an independent consultant to leadership and others as assigned, on major problems requiring application of mission, organizational, and manpower expertise. Provides expert analysis and advice on complex program issues. Makes authoritative recommendations regarding strategical direction for large, hospital-wide improvement projects. Conducts complex studies and major projects involving problems that often result in modification of organizational structure, processes, reporting relationships, and manpower resources levels. Collects relevant data from many varied sources, some of which are difficult to access. Evaluates the presentation of these comprehensive reports to facility leadership including assessment results, identification of barriers, and recommendations for initiating and sustaining initiatives.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/09/2023.
Time-In-Grade Requirement: All current, permanent, currently working VHA employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12 . The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to:
Experience with data planning and data analysis.
Experience with a broad range of batch, transaction and object-oriented computer programming applications.
Experience with both computer accounting and informational retrieval systems.
Experience with alternative design approaches are relevant to the application area, and computer equipment requirements to carry out studies to advise on the merits of proposed applications, designs and design changes.
Experience with advanced programming techniques, PC programming languages, and SQL programming languages to complete program development.

Physical Requirements: Work is predominantly sedentary. No special physical demands are required. Some walking is required when conducting briefings and attending meetings or seminars.
Work Environment: Work is normally performed in an office setting where everyday risks or discomforts occur requiring normal safety precautions. A substantial portion of the Supervisory Management and Program Analyst workload is regularly carried out at one or more locations which are physically removed from the main unit. Incumbent will be required to travel to locations and outpatient clinics across the catchment areas.
