The Program Analyst is accountable to the Chief Nurse of Community Care, North Florida/South Georgia Veterans Health System. Serve as analyst and advisor to management on the evaluation of the effectiveness of programs and assess the productivity, effectiveness and efficiency of clinical program operations involving functional support and assistance to facility leadership and measuring and assessing clinical business activities with an emphasis on improving clinical operational performance.

Duties

Major Duties Include: The Program Analyst must consult with quality management and informatics teams to develop and execute complex projects that support veterans' health care needs and the ongoing needs of Community Care and the NFSG VAMC facility as part of a larger health care system Integrates knowledge of clinical and information processes to achieve successful adoption and application of new technologies to support health care operations and systems Analyzes the status of specific system controls and procedures and aids in resolving problems Performs problem resolutions for all workflow systems, which holds clinical data that is processed on a regular basis Provide input into the design of projects, the structure of information management systems, and recommend appropriate methodologies including applicable statistical analyses, for planned activities that will result in new or improved process solutions Produce reports for annual management briefings and meetings; prepares spreadsheets, capturing essential clinical or other administrative trended information for leadership Provides technical expertise in the field of Community Care planning; provides advice and assistance regarding possible need for revision of regulations and policies governing planning activities. Work Schedule: Monday - Friday; 7:00 AM - 3:30 PM Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/07/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Provides executive support to collecting, managing, analyzing, and distributing Community Care data and information as part of the continuous performance improvement efforts in the service. Runs Bi-weekly and as needed dashboard reports for calculation and finalization of amenabilities. Research, collect compile,& generate reports of all indirect skin disorders & conditions for Annual & ad hoc reports to VISN & executive leadership. Provides performance management support, track and send suspense reminders to ensure deadlines are met in accordance with policies and regulations. Performs a basic analysis of the data and generates a variety of reports. Evaluates and ensures the accuracy of a variety of documents. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related .OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond beyond 2 full years of progressively higher level graduate education leading to such a degree or a masters degree. You will be rated on the following Competencies for this position: Attention to DetailCustomer Service Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work involves low physical demands and is predominately sedentary in nature in an adequately lighted and climate-controlled office.
