Position is responsible for providing objectively based information and support for decision making on the administrative and programmatic aspects of medical center operations and management. As a member of the Managerial Cost Accounting (MCA)/Decision Support System (DSS) Team in the VISN 8 Consolidated MCA Program (VISN 8) the incumbent will accomplish a wide variety of assignments concerned with effectiveness and efficiency of program and operations.
Duties
Major duties include, but are not limited to the following:
Conduct studies based on program goals established by initiatives, pilot project assignments, etc.
Develop plans to carry out analytical studies & outline specific data elements to be included in the study.
Establish time frames to conduct studies and complete analysis.
Analyze the existing automated and manual systems to determine issues impacting data integrity.
Analyze overhead programs and cost of all hospital services to allocate indirect costs to the appropriate Departments.
Recommend program goals and plans for the annual fiscal year conversion process.
Identify procedures done in each direct patient care unit, and determines the proper cost elements and Relative Value Units (RVU's) for each procedure.
Oversee the compliance with existing policies, procedures and reporting requirements relating to cost allocation.
Analyze indirect overhead cost of all hospital services to allocate indirect costs to the appropriate departments.
Prepare reports, set up files, write simple programs and audit the data collection and data validation process.
Coach and mentor junior team members in efficient and timely monthly data processing and auditing.
Monitor and evaluate effectiveness of ongoing processing and auditing routines.
Work independently and as a team member in performing studies/analysis to identify and explore trends, patterns, problem areas and causal relationships
Utilize independent judgment and knowledge of established managerial cost accounting principles, theories, and practices in order to ensure the team completes monthly processing and auditing
Make recommendations in the design of report formats using advanced programing to include SQL, Pyramid Analytics
Provide training and education to hospital employees and other VA personnel on the system data requirements and their responsibilities
Determine project requirements, allocation of resources and accounts for their effective use.
Prepare briefing material, reports, cost analysis and minutes for meetings between MCA (DSS) unit and facility management and other VISN meetings.
Work Schedule: Monday - Friday, 8:00am - 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/22/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. SELECTIVE PLACEMENT FACTOR. In addition to the Time-In-Grade restriction above and the Specialized Experience Requirement below, applicants must also possess the Selective Placement Factor to qualify. Incumbent must have full competencies in both Financial Processing and Clinical Processing to conduct root cause analysis of data anomalies in order to identify, plan and initiate corrective actions under strict time lines in monthly processing routines AND this experience must be demonstrated clearly in applicant's resume. You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Conducting a variety of studies, analyzing findings, and making recommendations regarding continuing or beginning new medical services, purchasing new technology, or significantly altering directorate structures to accomplish organizational missions; including advanced analytics in program productivity, modeling, and process workflow impacting patient centered health care.
Independently producing analytical cost accounting and documents for management information utilizing the Managerial Cost Accounting/Decision Support System (MCA/DSS) relational database and related software; and solving difficult and complex problems in the cost accounting of medical procedures.
Developing individual programs, reports, and facilitating user interface and access to computer systems with knowledge and experience of data processing documentation procedures, standard data elements and codes, customary fact-finding approaches, and structured analysis and design methodologies.
Communicating effectively and respectfully by considering customer needs and the best way to deliver information, translating technical concepts into layman's terms, and working with staff at all levels of the organization.
Preferred Experience: 5 years of experience in the National Managerial Cost Accounting Program including analysis of Cost Transfers, Journals Vouchers, Clinical Workload and MCA Labor Mapping Principals. Comprehensive understanding of OPES National Physician Productivity methodology.

Physical Requirements: The work is basically sedentary but the employee may be subject to stressful situations, due to the tight time frame for implementation of this project. The employee may be required to work long hours and irregular shifts. Some slight physical effort may be required such as walking, standing, bending, and carrying items such as books, papers and computer reports is also required.
