The Program Analyst serves as a member of a team that provides information and analytical support for the VA North Florida/South Georgia (VISN 8) leaders and Physical Medicine & Rehabilitation service line, using various PM&R service Program data to recommend and implement service/organizational improvement.
Duties
MAJOR DUTIES
Measuring and assessing clinical business activities with an emphasis on improving clinical product line performance.
Developing, standardizing, implementing, and sustaining key operational/business processes, including scheduling practices.
Identifying and implementing improvements to optimize clinic management processes, access strategies, and "make-buy" decisions through in depth analysis of in-house and non-VA provided care.
Utilizing wide range of analytical techniques, statistical methods, and quality measurement tools to collect information, identify limitations/issues in current systems and processes, and to discover and recommend potential improvements to leadership.
Analyzes and prepares program status reports for review at all levels.
Utilizes data analytics and various platforms to translate raw data into useful reporting mechanisms for management.
Initiates action items based on the outcomes of projects and/or initiatives and verifies appropriate progress to remedy problems and ensure risk management.
Supporting health care management officials by analyzing, evaluating, advising on and/or coordinating health care delivery systems and operations when the work requires specialized knowledge of the basic principles and practices related to the management of health care delivery systems.
Advising on and/or coordinating administrative policies, programs, and operations.
Use Lean/Systems Redesign principles to optimize quality, safety, effectiveness, and efficiency in all PMRS departments.
Improving and maintaining performance measures.
Researching problems that impact the quality and efficiency of patient care delivery and follows through, as appropriate.
Developing and managing collaborative relationships between PMRS and other services within North Florida/South Georgia Veterans' Healthcare.
Developing comprehensive plans.
Work Schedule: MONDAY through FRIDAY, 8:00AM-4:30PM

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/27/2025.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Measuring and Assessing clinical business activities with an emphasis on improving clinical product line performance;
Developing, standardizing, implementing, and sustaining key operational/business processes, including scheduling practices.
Utilizes data analytics and various platforms to translate raw data into useful reporting mechanisms for management.
Prepares program status reports for review at all levels.
Verifies appropriate progress on projects to remedy problems.
Initiates action items based on the outcomes of projects and/or initiatives.
Briefing leadership and presenting on current state of key metrics and performance/outcome measures.
Developing comprehensive plans based on data and sharing information with supervisors.

Physical Requirements: Typically, the employee is sedentary to do the work; however, there may be some walking, standing, bending, carrying of light items, such as papers and books.
