This position is located in the Bureau of Educational and Cultural Affairs, Office of the Executive Director, Procurement and Administrative Services Division (ECA/EX/PAS). The incumbent serves as the principal advisor to the Executive Director and Deputy Executive Director regarding procurement operations, travel programs, parking, space administration, inventory and property management, security, records management, emergency preparedness, facilities management, and program analysis.

Duties

As second-level supervisor, responsible for planning, directing, and coordinating procurement and support services for ECA, Office of Policy, Planning, and Resources (R/PPR), and the Global Engagement Center (GEC) through subordinate supervisors. Supervises and leads a team of administrative professionals, providing mentorship, guidance, and support to ensure effective performance and professional development. Provides expert advice, guidance, and customer service on procurement and administrative services to ECA, R/PPR, and GEC. Responsible for providing oversight, inspection, and acceptance of goods and services while maximizing the effectiveness of administrative support. Assess the operational and cost effectiveness of procurement and administrative services by evaluating performance data, identifying areas for improvement, and implementing strategies to enhance efficiency and effectiveness. Develop and issue comprehensive administrative guidance and policies to ensure consistent and efficient operations within the organization, keeping abreast of relevant regulations and best practices to inform policy development.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience planning, directing and coordinating administrative support service operations such as space management, property and supply,  renovations, security, procurement, continuity of operations, emergency preparedness, and office services. Experience applying government procurement regulations and policies sufficient to administer contract performance. Experience evaluating, formulating, and communicating initiatives related to the priorities of an organization. Experience collaborating and implementing integrated solutions to administrative support problems, policies, and procedures. There is no substitute of education for specialized experience for the GS-15 position. In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through."
