Duties
As an Administrative Officer, you will:
Serve as advisor to the Director of OBMA and higher-level management on all personnel matters, training, employee development, and career pattern issues.
Provide authoritative guidance to senior OCHCO managers on complex issues that require an understanding of immediate and long-term consequences.
Provide guidance to supervisors and managers on developing and maintaining sound organizational structures, position management, affirmative action, career development, staffing and recruitment, improving management methods, and the effective utilization of resources.
Conduct studies of organizational entities and makes written and oral presentations on recommendations.
Maintain a thorough working knowledge of HUD policies and handbook provisions and federal regulations in all administrative and personnel management areas.
Develop and initiate plans for the effective implementation and adoptions within OCHCO of all Federal and Departmental personnel policies.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-15 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized Experience for this position includes:
Providing day-to-day administrative direction to staff that includes establishing priorities and allocating and shifting resources to meet the office needs.; AND
Developing and presenting recommendations based on analysis and evaluation of HR programs / functions.; AND
Directing the analysis of system or management improvement studies or policy and procedure updates.; AND
Leading change management through streamlining and process improvements.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15, you must have been at the GS-14 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
