This position is responsible to the Chief of Mental Health or designee of the VA Ann Arbor Health Care System. The incumbent directly supports mental health programming by exercising staff responsibility of the development, maintenance, and administration of mental health programs assigned by Chief of Mental Health or supervisor. The purpose of this work is to secure and provide management with materials and data required to manage the spectrum of mental health programs effectively.
Duties
GS 9 Major Duties
The incumbent serves in a developmental capacity at the GS-9 level. Key functions will be similar to those described at the full performance level of the target position. However, during the developmental assignment, full performance range and level of selected functions will not be completely delegated to the employee until proper orientation and training have been completed and the incumbent has demonstrated the knowledge, skills, and abilities necessary to accomplish the work at the full performance level. The major duties are the same as the full performance level.
GS 11 Major Duties
The incumbent provides executive level management of administrative support for a complex clinical service through planning and coordinating of administrative programs. In performing each of these responsibilities, the incumbent will be primarily guided by the clinical/business goals of the facility and assessing individual and programmatic adherence to those goals through devising and applying appropriate measures. This includes both qualitative assessment, such as internal outcome and process measures, and quantitative assessment, such as oversight of recruitment timeliness, turnover rate, productivity, and revenue generation. Monitoring and directing compliance with pertinent external monitors is a major responsibility of the incumbent. Relative tasks and projects guided by the Administrative Officer, and as appropriate are self-initiated by the incumbent. Critical evaluation of complex, and possibly controversial, aspects of administrative services offered is routinely expected of the incumbent.
The incumbent has full delegated authority for non-medical executive-level administrative and management support. In carrying out the following listed duties, cooperative delegation of partial responsibility to other clinical or administrative staff is routinely anticipated. The incumbent provides technical and administrative support within the clinical service by serving as liaison with Human Resource Specialists, Chief of Human Resources, and other Chiefs as necessary. Services as liaison between MH Service, facility leadership, and VISN 10 leadership. Related duties include data collection, preparation of reports, and frequent correspondence.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday - Friday, 8:00am - 4:30pm TBD

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/15/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS9 position you must have served 52 weeks at the GS7. For a GS11 position you must have served 52 weeks at the GS9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of pulling data from multiple data systems, analyzing findings, note trending, and making recommendations on improvement initiatives and focusing on efforts, assisting in planning, organizing and carrying out duties involving multiple programs within time constraints, without direct supervision. Or experience may also include knowledge of planning and completed work assignments and projects effectively and efficiently organizing, directing, controlling, and coordinating activities in a timely and effective manner.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related

GS-11
