Duties

- Exercises supervisory personnel management responsibilities for personnel assigned to the branch. As a first-level supervisor, directs and coordinates the work of assigned personnel. - Leads the team in all phases of cyberspace exercise definition and development throughout the Joint Exercise Life Cycle. - Leads and facilitates the conduct of cyberspace exercises. Leads exercise planning conferences/Joint Exercise Control Groups (JECGs), comprising various operational and functional specialists. - Provides immediate action, analysis, support, and response to emerging and real-world cyber crisis situations.

  • The employee must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counter intelligence scope polygraph exam.

Qualifications

This is a GG-14 position in the Cyber Excepted Service (CES). The GG-14 duties for the "Supervisory/Management" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of cyberspace concepts, methods, and programs, as well as experienced judgment, initiative, and resourcefulness, to extract useful guidance from these reference materials; to deviate, as required, from established methods to structure exercise objectives and scenarios that address current challenges and objectives; and to investigate and resolve the unique issues and obstacles that emerge during the course of exercise program development, execution, and analysis. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. AND KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Skill in applying cyberspace principles and concepts to the design, implementation, and analysis of exercises intended to test and validate the efficacy of cyberspace strategies and Tactics, Techniques and Procedures (TTPs). 2. Skill in selection, adaptation/extension and application of concepts, policy/processes and analytical methodologies commonly associated with the simulation of cyber operations in military exercises. 3. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. 4. Knowledge of DoD cyberspace program objectives and functions, and the roles/responsibilities of participating organization components. 5. Skill in applying project management concepts and methods to define, document and integrate/coordinate the functionally diverse activities of many internal and external cyber elements to achieve cyberspace exercise objectives; skill in communicating complex technical information both orally and in writing to provide effective briefings and reports to senior leaders. 6. Knowledge of the DoD information networks, especially classified communications networks, and the role of these assets in supporting national defense military operations. CONDITIONS OF EMPLOYMENT CONTINUED: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Therefore, the employee is required to: (a) refrain from the use of illegal drugs, and (b) if requested, submit to urinalysis testing. The employee may be selected for random drug testing and may be subject to reasonable suspicion testing and safety mishap or accident testing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
