Duties

This position starts at a salary of $112,015.00 (GS-13, Step 1) to $145,617.00 (GS-13, Step 10) with promotion potential to $145,617.00 (GS-13 Step 10). As a Budget Analyst, you will advise, formulate, and execute budget requirements for all phases of work of the budget cycle and monitor the obligation and disbursement of funds. You will analyze and evaluate continual changes in program plans and funding and their effect on financial and budget program milestones. Major duties of this position include: Planning, organizing, and carrying out annual and multi-year budgeting requirements in support of major programs at the office level within Operational Supports (OS). Reviewing and editing budget requests submitted to ensure conformance with Department, OMB, and Congressional requirements. Assisting with monitoring the execution of long-range (3 to 5 years of longer) detailed budget forecasts and plans to fund the implementation of substantive programs and projects. Utilizing CBP financial management systems and reporting functions, such as SAP, BFX, Business Warehouse (BW) and BW Analysis or Web Portal for analysis and management/leadership reporting, presentations, and recommendations. Monitoring the obligation and expenditure of funds to ensure that funds are allocated properly and are being obligated and spent timely and efficiently, as authorized.

Qualifications

Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Assisting with presenting analytical findings and data in support of recommendations to management officials. Budgeting analysis and program management planning, designing, coordinating, implementing, and maintaining agency's budget. Performing the full range of program planning functions such as providing input for budget execution and baseline reviews. Preparing financial plans and analyzing budget patterns, expenditures, and forecasting. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 11/07/2023. Current and former federal employees may be required to serve or complete a probationary period. Agency Career Transition Assistance Program (CTAP) Eligibles: If you have never worked for the federal government, you are not CTAP eligible.
