You will serve as an Emerging Programs Acquisition Lead in the Systems Acquisition Group, Program Management Department of NAVAIRWARCENAC DIV. Duty Station: Patuxent River, MD

Duties

You will provide acquisition management support to the PMA in accordance with DoD's and SECNAV's acquisition processes as tailored by the PEO. You will plan, develop, analyze, execute, and coordinate programs, funding and/or manpower. You will conduct studies and develops policies, procedures, and processes affecting major mission activities. You will coordinate all external acquisition performance reports including Contract Performance Assessment Reports (CPARs), Informal Performance Assessment Reports (IPARs), the Research, Development, and Acquisition Information Systems. • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
• Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12/13 grade level or DA-05 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing a wide range of technical and business systems, processes, and practices used to manage weapon systems acquisition; 2) Reviewing, analyzing, and implementing higher level procurement policies; 3) Managing project/program requirements, objectives and metrics, and resolving conflicts among schedules, funding, and resources; 4) Identifying opportunities to incorporate process improvements and best practices utilizing customer feedback, internal and external audits, self-assessment, and lessons learned activities; 5) Advising management and colleagues on difficult problems, conducting special studies, proposing options and alternatives, and representing a command.
