You will serve as a PERSONNEL SECURITY SPECIALIST in the BUSINESS OPERATION DEPARTMENT, OFFICE OF CIVILIAN HUMAN RESOURCE (OCHR), DEPARTMENT OF NAVY (DON) of OCHR WASHINGTON DC.

Duties

You will be responsible for interpreting policy originating from higher organizational levels and developing agency, policy that providing authoritative information and assistance to management officials by advising on personnel security policies. You will serve as subject matter expert/technical authority in all areas of suitability adjudication, and all issues related to security background investigations. You will analyze, interprets, develops and/or implements federal law, regulations, policies, and agency/service-specific suitability/fitness for duty and guidance. You will manage the Continuous Evaluation Program to ensure that OCHR HQ and OCHR Operations Center employees are fully enrolled in the program. You will serve as a team member on special projects or comprehensive studies to examine a spectrum of problems or issues that may cross serviced organizations or functional areas. You will coordinate with standing and ad-hoc security and intelligence organizations from across the agency to ensure personnel security integration into the overall, integrated agency security program. You will evaluate personnel security files for security clearance disparities, adjudication issues, incident reporting, and eligibility changes.

Requirements

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will participate in the Defense Security Professional Education Development (SPeD) program, attaining a minimum of Security Fundamentals Professional Certification (SFPC) within two years of selection to the position.
  • You will complete the Center for the Development of Security Excellence (CDSE): Introduction to DoD HSPD-12 CAC Credentialing within 120 days of placement.
  • This is position is Mission Essential.
  • This position is eligible for part time, substantial or ad-hoc telework at the discretion of management.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience in assisting with developing and advising on agency personnel security policies, serve as a subject matter expert in all areas of adjudication issues related to security background checks, and experience evaluating personnel security files to any clearance disparities.
