The primary purpose of this position is to serve as a principal strategic plans management advisor to the Chief, Strategic Medical Plans Division and Deputy Director, Strategic Medical Plans and Programs.
Duties
Serves as a senior AFMS medical strategist and subject matter expert (SME) to provide expertise in developing, coordinating, and managing the AFMS Strategy Map and guidelines, assisting key stakeholders to align, integrate, and measure goals, objectives, and initiatives with the AFMS Strategy, and providing input to the AF/SG to ensure the AFMS Strategy works in parallel with the Air Force (AF) Strategic Master Plan (SMP) and Department of Defense (DoD) strategies.
Serves as a liaison between Strategic Medical Plans Division and Medical Programming Division throughout the Planning, Programming, Budgeting, and Execution (PPBE) process.
Promotes interchange and collaboration of information on requirements, capabilities, gaps, and opportunities to AFMS senior leaders using various media.
Leads and manages complex projects and other required strategy-related events, activities, and/or contracts.

- Bachelor's Degree in healthcare is required; Master's Degree in healthcare-related field, business, or management is desired

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Health Administration Series 0671.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes coordinating strategic plans and future medical concept programs; developing mission, vision, goals, focus areas, and objectives; Presenting oral presentations such as briefings, strategy sessions, consultations, and meetings; formulating, justifying, and executing program objective memorandum (POM) and Planning, Programming, Budgeting, and Execution (PPBE) requirements in support of the mission, structure, goals, work processes, and programs of a healthcare organization; conducting comprehensive studies, and preparing solutions to resolve substantial problems and issues of strategy initiatives and strategic planning; applying analytical and evaluative methods and techniques to issues or student concerning the future operating environments and capabilities; assisting with planning, programming, and budgeting process between medical plans divisions and medical programming division; Providing project management, team building, basic facilitation, and process improvement methodology expertise to projects and activities.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the AFMS mission, vision, strategic goals and objectives, healthcare delivery system, organizational structure, functions, and work processes, and the relationships with other organizations/functions such as Army, Navy, DoD, DHA, and private industry.
2. Knowledge of internal and external guidelines, policies, legislation, directives, and instructions related to AF and DoD strategy of healthcare. Ability to plan, organize, and negotiate effectively with senior leaders, management, and analysts to develop recommendations and/or courses of actions that may require extensive changes in established concepts and procedures.
3. Knowledge of DoD PPBE process and policy, procedures, and schedules to formulate, justify, and execute POM requirements in support of the mission, structure, goals, work processes, and programs. Ability to develop, conduct, evaluate, and improve strategic management concepts for all levels within AFMS.
4. Ability to analyze, plan, coordinate, integrate, and execute work operations of one or more organizational segments to meet program requirements and objectives within available resources.
5. Skill in communicating effectively, both orally and in writing, with AFMS senior leadership, AFMS Corporate Structure, key stakeholders, and Service/DHA representatives.
6. Skill in designing and conducting comprehensive studies and preparing solutions to resolve substantial problems and issues of strategy in future operating environments.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
